McDuffie, Chairperson of the Committee on Business and Economic Development, will hold a public hearing to consider the following measures: • Bill 25-0838, the “Langston Slater Surplus Declaration and Disposition Approval Act of 2024” • Bill 25-0747, the “Living Donor Protection Amendment Act of 2024” • Bill 25-0810, the “Motor Vehicle Insurance Modernization Amendment Act of 2024” • Bill 25-0476, the “Peer-to-Peer Car Sharing Act of 2023” • Bill 25-1034, the “Revised Game of Skill Machines Consumer Protections Amendment Act of 2024” Bill 25-0838, the “Langston Slater Surplus Declaration and Disposition Approval Act of 2024” would declare District-owned real property known as Langston Slater located at 33-45 P Street, NW as no longer required for public purposes and approve its disposition to allow for the construction of mixed-income residential units. 1 Bill 25-0747, the “Living Donor Protection Amendment Act of 2024” would ensure that living organ donors are protected from insurance discrimination due to their status as a living organ donor. Bill 25-0810, the “Motor Vehicle Insurance Modernization Amendment Act of 2024” would update the District’s minimum insurance statute to the level of $50,000/$100,000. It would also allow for the minimum coverage amount to be adjusted automatically based on changes to the Consumer Price Index and also require insureds to elect under insured motorist coverage or enhanced underinsured motorist coverage. Bill 25-0476, the “Peer-to-Peer Car Sharing Act of 2023” would enact regulations for peer-to-peer car sharing programs in the District, including clarification of insurance regulations and authorizing the Mayor to promulgate rules. Bill 25-1034, the “Revised Game of Skill Machines Consumer Protections Amendment Act of 2024” would amend and streamline the regulatory framework for games of skill machines by shifting certain regulatory responsibility and oversight from the Office of Lottery and Gaming to the Alcohol Beverage and Cannabis Administration. The Committee invites the public to testify, in-person or virtually, and to submit written testimony. Those who wish to testify must register using the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings by 5:00 p.m. on Monday, December 16, 2024. All public witnesses will be allowed a maximum of three minutes to testify. At the discretion of the Chair, the length of time provided for oral testimony may be reduced or extended. Public witnesses who request to participate virtually via the Zoom Video Conference platform will receive instructions by email on how to participate prior to the hearing. Written testimony should be submitted through the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings in advance of the hearing. Written testimony will be publicly accessible upon Committee review and be made a part of the official record. The record will close at 5:00 p.m. on Tuesday, December 24, 2024. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee by email of the need as soon as possible but no later than five business days before the proceeding.
