Wilson Building 1350 Pennsylvania Avenue NW DC Council Website (www.dccouncil.gov) Council Chairman Phil Mendelson and Councilmember Christina Henderson announce a public hearing jointly held by the Committee of the Whole and Committee on Health on Bill 25-570, “Cardiac Planning and Response (“CPR”) Amendment Act of 2023,” and Bill 25-571, “Seizure-Safe Schools Amendment Act of 2023.” The hearing will be held at 2:30 p.m. on Wednesday, July 10, 2024. The stated purpose of Bill 25-570 is to require each school in the District to develop a Cardiac Emergency Response Plan (CERP) to identify the appropriate school personnel to respond to a cardiac arrest or similar life- threatening emergency on school grounds and for each middle and high school to develop the same for athletic practices or events. The CERP must include who will respond in the case of an emergency, how they will respond, and how staff will be trained to that effect. The legislation also requires school officials to integrate best practices for engaging with local emergency services and AED placement into the plans. The stated purpose of Bill 25-571 is to require each student diagnosed with a seizure disorder to have an individualized health plan, developed by their school, that details pertinent medical and personal information for their treatment and care. It also requires schools to have at least two employees trained to respond appropriately to seizures and to administer medication. Testimony is limited to three minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee office of the need as soon as possible but no later than five business days before the proceeding by emailing cow@dccouncil.gov. We will make every effort to fulfill timely requests, although alternatives may be offered. Requests received in less than five business days may not be fulfilled. Witnesses will receive instructions on how to participate by Zoom prior to the hearing.
