Council Chairman Phil Mendelson announces a public hearing before the Committee of
the Whole on Bill 23-251, the "Abandonment of the Highway Plan for 39th Street, N.W., S.O. 18-
41885 Act of 2019," PR 23-444, the "Modification of the Highway Plan to Remove a Portion of
39th Street, N.W., S.O. 18-41885, Resolution of 2019," Bill 23-332, the "Abandonment of the
Highway Plan for Anacostia Avenue, N.E., S.O. 19-04866, Act of 2019," and Bill 23-474, the
"Closing of Public Street and Elimination of Building Restriction Lines and Abutting Squares
3765 and 3767, S.O. 18-41561, Act of 2019." The hearing will be held on Thursday, November
7,2019 at 10:00 a.m. in Room 500 (Council Chambers) of the John A. Wilson Building.
The purpose of Bill 23-251 and PR 23-244 is to remove a portion of 39"^ Street, N.W.,
located within Lot 801 in Square 1823 from the Plan of Permanent Systems of Highways to
facilitate mixed-use development of the former Equitable Life/Fannie Mae headquarters at 3900
Wisconsin Avenue, N.W., in Ward 3. The purpose of Bill 23-332 is to remove a portion of
Anacostia Avenue, N.E., located within Lot 806 in Square 5113 (near Kenilworth Park and
Aquatic Gardens) from the Plan of Permanent Systems of Highways to facilitate development of
a five-story 155-unit affordable assisted living facility for senior citizens in Ward 7. The purpose
of Bill 23-474 is to close a public alley in Square 3765, between Kennedy St. N.E. and Ingraham
St. N.E., and eliminate building restriction lines along 4'"^ St. N.E., Kennedy St. N.E. and Ingraham
St. N.E. abutting Squares 3765 and 3767.
Those who wish to testify are asked to email the Committee of the Whole at

provide your name, address, telephone number, organizational affiliation, and title (if any) by the
close of business Tuesday, November 5,2019. Persons wishing to testify are encouraged, but not
required, to submit 15 copies of written testimony. If submitted by the close of business on
November 5, 2019 the testimony will be distributed to Councilmembers before the hearing.
Witnesses should limit their testimony to four minutes; less time will be allowed if there are a large
number of witnesses. Copies of the legislation can be obtained through the Legislative Services
Division of the Secretary of the Council's office or on http://lims.dccouncil.us. Hearing materials,
including a draft witness list, can be accessed 24 hours in advance of the hearing at
http://www.chairmanmendelson.com/circulation.
If you are unable to testify at the hearing, written statements are encouraged and will be
made a part of the official record. Written statements should be submitted to the Committee of the
Whole, Council of the District of Columbia, Suite 410 of the John A. Wilson Building, 1350
Pennsylvania Avenue, N.W., Washington, D.C. 20004. The record will close at 5:00 p.m. on
Thursday, November 21,2019.
