Council Chairman Phil Mendelson announces a public hearing before the Committee of
the Whole on PR 24-225, “Historic Preservation Review Board Carisa Stanley Confirmation
Resolution of 2021,” PR 24-226, “Historic Preservation Review Board Alexandra Jones
Confirmation Resolution of 2021,” PR 24-227, “Historic Preservation Review Board Andrew
Aurbach Confirmation Resolution of 2021,” and PR 24-228, “Historic Preservation Review Board
Gretchen Pfaehler Confirmation Resolution of 2021.” The hearing will be held on Thursday, June
24, 2021 at 1:00 p.m. (or immediately following the preceding hearing) via zoom video
conference.
The stated purposes of PR 24-225, PR 24-226, PR 24-227, and PR 24-228, which were
introduced at the request of Mayor Muriel Bowser, are to confirm the appointment of Dr. Carisa
Stanley as a public member; the reappointment of Alexandra Jones as an archaeologist member;
the reappointment of Andrew Aurbach as an historian member; and the reappointment of Gretchen
Pfaehler as an architectural historian member, respectively, of the Historic Preservation Review
Board (“Board”). The Board is the official body of advisors appointed by the Mayor to guide the
government and public on the preservation of historic buildings and property in the District of
Columbia. The Board also assists with the implementation of federal preservation programs and
the review of federal projects in the District. The purpose of this hearing is to receive testimony
from the nominees and public witnesses as to the fitness of these nominees for service on the
Board.
Those who wish to testify must register at http://www.ChairmanMendelson.com/testify by
5:00 p.m. on Tuesday, June 22, 2021. Testimony is limited to four minutes; less time will be
allowed if there are a large number of witnesses. Witnesses who anticipate needing spoken
language interpretation, or require sign language interpretation, are requested to inform the
Committee office of the need as soon as possible but no later than five business days before the
proceeding. We will make every effort to fulfill timely requests, although alternatives may be
offered. Requests received in less than five business days may not be fulfilled. If you have

Due to the COVID-19 public health emergency declaration, the hearing will be conducted
virtually on the Internet utilizing Zoom video conference technology. Because of this, written or
transcribed testimony from the public is highly encouraged and will be taken by email or
voicemail. Testimony may be submitted in writing to cow@dccouncil.us or may be left by
voicemail (up to 3 minutes – which will be transcribed – by calling (202) 430-6948). Testimony
received by close of business on June 22, 2021 will be posted publicly to
http://www.chairmanmendelson.com/circulation prior to the hearing. If you are unable to testify at
the hearing, written statements are encouraged and will be made a part of the official record.

July 8, 2021.
