Council Chairman Phil Mendelson announces a public hearing before the Committee of the
Whole on three bills: Bill 24-408, the “Closing of a Portion of a Public Alley in Square 5730 S.O. 19-
45936, Act of 2021,” Bill 24-418, the “Closing of a Public Alley in Square 5612, S.O. 21-06924, Act
of 2021,” and Bill 24-442, the “Closing of a Portion of Public Alley in Square 5138 S.O. 20-07517,
Act of 2021.” The hearing will be held on Wednesday, November 17, 2021 at 12:00 p.m. via Zoom
virtual hearing.
The purpose of Bill 24-408 is to close a portion of an unimproved 20-foot wide, dead-end alley
in Square 5730 bounded by Naylor Road, 28th Street, Gainesville Street, 25th Street, and Alabama
Avenue, S.E. in Ward 8 to facilitate the development of an affordable multifamily development with
87 units. The purpose of Bill 24-418 is to close a portion of the public alley system in Square 5612
bounded by Good Hope Road, 18th Street, 17th Street, and T Street, S.E. in Ward 8 to formalize existing
conditions of the square in land records. The purpose of Bill 24-442 is to close a portion of the public
alley system in Square 5138 bounded by Blaine Street, 45th Street, and 46th Street, N.E. in Ward 7 to
facilitate consolidation of property and provide for future development of a new affordable assisted
living project.
Those who wish to testify must register at http://www.ChairmanMendelson.com/testify by
close of business on Monday, November 15, 2021. Testimony is limited to three minutes. Witnesses
who anticipate needing spoken language interpretation, or require sign language interpretation, are
requested to inform the Committee office of the need as soon as possible but no later than five business
days before the proceeding. We will make every effort to fulfill timely requests, although alternatives
may be offered. Requests received in less than five business days may not be fulfilled. If you have

The hearing will be conducted virtually on the Internet utilizing Zoom video conference
technology. Testimony should be submitted in writing to cow@dccouncil.us in advance of the hearing.
Written testimony will be posted publicly to http://www.chairmanmendelson.com/testimony. If you
are unable to testify at the hearing, written statements are encouraged and will be made a part of the
official record. Statements for the record should be submitted to cow@dccouncil.us or left by
voicemail by calling (202) 430-6948 (up to 3 minutes which will be transcribed). The record will close
at 5:00pm on Wednesday, December 1, 2021.
