COUNCIL OF THE DISTRICT OF COLUMBIA COMMITTEE OF THE WHOLE NOTICE OF PUBLIC HEARING 1350 Pennsylvania Avenue, NW, Washington, DC 20004 CHAIRMAN PHIL MENDELSON COMMITTEE OF THE WHOLE ANNOUNCES A PUBLIC HEARING on PR 25-48, “Pennsylvania Avenue East Small Area Plan Resolution of 2022” on Monday, January 30, 2023 at Noon Chairman’s Website (www.ChairmanMendelson.com/live) DC Council Website (www.dccouncil.gov) Council Channel 13 (Cable Television Providers) Office of Cable Television Website (entertainment.dc.gov) Council Chairman Phil Mendelson announces a hearing before the Committee of the Whole on PR 25-48, the “Pennsylvania Avenue East Small Area Plan Resolution of 2022.” The hearing will be held at Noon on Monday, January 30, 2023 via Zoom Video Conference. The stated purpose of PR 25- 48is to approve the proposed Pennsylvania Avenue East Small Area Plan (SAP). The SAP was initiated by the Office of Planning in April 2021, a draft was made public September 1, 2022, and a Mayoral hearing was held on October 1, 2022. The purpose of the small area plan is to set a community-informed vision for future development in the Pennsylvania Avenue East neighborhood. The vision is to facilitate increased investment in inclusive resources and neighborhood amenities, diverse housing opportunities, and improved public spaces. The Plan is organized around the following core themes: Economic Development and Retail Opportunity; Transportation Access and Connectivity; Housing Opportunities and Affordability; and Vibrant Public Realm and Urban Design. Once approved, the SAP will provide supplemental guidance to the Zoning Commission and other District agencies in carrying out the policies of the Comprehensive Plan. Those who wish to testify must register at http://www.ChairmanMendelson.com/testify by 5:00 p.m. on Thursday, January 26, 2023. Testimony is limited to four minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, must inform the Committee office of the need as soon as possible but no later than five business days before the proceeding. We will make every effort to fulfill timely requests, although alternatives may be offered. Requests received in less than five business days may not be fulfilled. The hearing will be conducted virtually on the Internet utilizing Zoom video conference technology. Testimony should be submitted in writing to cow@dccouncil.gov in advance of the hearing. Written testimony will be posted publicly to http://www.chairmanmendelson.com/testimony. If you are unable to testify at the hearing, written statements are encouraged and will be made a part of the official record. Statements for the record should be submitted to cow@dccouncil.gov or left by voicemail by calling (202) 430-6948 (up to 3 minutes which will be transcribed). The record will close at 5:00pm on Monday, February 6, 2023.
