Council Chairman Phil Mendelson announces a public hearing before the Committee of the
Whole on PR 25-289, the “Director of the Department of Buildings Brian J. Hanlon Confirmation
Resolution of 2023,” PR 25-469, the “Department of Buildings Chief Building Official Nicole Rogers
Confirmation Resolution of 2023,” PR 25-470, the “Department of Buildings Zoning Administrator
Kathleen Beeton Confirmation Resolution of 2023,” and PR 25-471, the “Department of Buildings
Strategic Enforcement Administrator Keith Parsons Confirmation Resolution of 2023.” The hearing
will be held at 12:00 p.m. on Wednesday, October 18, 2023. This hearing notice has been revised
to add three proposed confirmation resolutions to the hearing and to comply with abbreviated
notice requirements pursuant to Council Rule 421(d)(5).
The stated purpose of PR 25-289 is to confirm the appointment of Brian Hanlon as Director of
the Department of Buildings. Mayor Bowser designated Mr. Hanlon as Acting Director on May 8,
2023 and submitted his nomination to the Council on June 15, 2023. The stated purpose of PR 25-469
is to confirm the appointment of Nicole Rogers as the Chief Building Official for the Department of
Buildings. The Mayor designated Ms. Rogers as Acting Chief Building Official on September 25, 2023
and submitted her nomination to the Council on October 3, 2023. The stated purpose of PR 25-470 is
to confirm the appointment of Kathleen Beeton as Zoning Administrator for the Department of
Buildings. The Mayor designated Ms. Beeton as Acting Zoning Administrator on September 28, 2023
and submitted her nomination to the Council on October 3, 2023. The stated purpose of PR 25-471 is
to confirm the appointment of Keith Parsons as Strategic Enforcement Administrator for the
Department of Buildings. The Mayor designated Mr. Parsons as Acting Strategic Enforcement
Administrator on October 1, 2022 and submitted his nomination to the Council on October 3, 2023.
The purpose of the hearing is to receive testimony from government and public witnesses as to the
fitness of these nominees.
Those who wish to testify must register using the Council’s Hearing Management System at
https://lims.dccouncil.gov/hearings by 5:00 p.m. on Monday, October 16, 2023. Testimony is
limited to four minutes. Witnesses who anticipate needing spoken language interpretation, or require
sign language interpretation, are requested to inform the Committee office of the need as soon as
possible but no later than five business days before the proceeding by emailing cow@dccouncil.gov.
We will make every effort to fulfill timely requests, although alternatives may be offered. Requests
received in less than five business days may not be fulfilled. Witnesses will receive instructions on
how to participate by Zoom prior to the hearing. If you have additional questions, please contact Blaine

Public witnesses will participate virtually via the Internet on the Zoom Video Conference
platform. Testimony should be submitted through the Council’s Hearing Management System in
advance of the hearing. Testimony will be publicly accessible upon Committee review. If you are
unable to testify at the hearing, written statements are encouraged and will be made a part of the official
record. Statements for the record should be submitted through the Hearing Management System or left
by voicemail by calling (202) 430-6948 (up to 3 minutes which will be transcribed). The record will
close at 5:00 pm on Wednesday, November 1, 2023.
