COUNCIL OF THE DISTRICT OF COLUMBIA COMMITTEE OF THE WHOLE NOTICE OF PUBLIC HEARING 1350 Pennsylvania Avenue, NW, Washington, DC 20004 CHAIRMAN PHIL MENDELSON COMMITTEE OF THE WHOLE ANNOUNCES A PUBLIC HEARING On B 25-342, “Public Charter School Board Term Clarification Amendment Act of 2023” PR 25-300, “Public Charter School Board Carisa Stanley Beatty Confirmation Resolution of 2023” on Wednesday, November 15, 2023, at 12:00 p.m. Hearing Room 412 (Track B) John A. Wilson Building 1350 Pennsylvania Avenue NW DC Council Website (www.dccouncil.gov) Council Chairman Phil Mendelson announces a public hearing before the Committee of the Whole on B 25-342, “Public Charter School Board Term Clarification Amendment Act of 2023”, and PR 25-300, “Public Charter School Board Carisa Stanley Beatty Confirmation Resolution of 2023”. The hearing will be held at 12:00 p.m. on Wednesday, November 15, 2023. The stated purpose of Bill 25-342 is to reduce confusion in the reappointment of Public Charter School Board (PCSB) members. Appointees are term-limited; currently, it is unclear how a partial term affects the limitation. The stated purpose of PR 25-300 is to confirm the appointment of Carisa Stanley Beatty to the PCSB. The PCSB is an independent government agency of the District of Columbia led by a volunteer seven-member board. As the sole public charter school authorizer in our nation’s capital, PCSB provides oversight to public charter schools which are managed by independently run nonprofit organizations called local education agencies. The purpose of this hearing is to receive testimony from government and public witnesses regarding B 25-342 and the fitness of this nominee for appointment to the Public Charter School Board. Those who wish to testify must register using the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings by 5:00 p.m. on Monday, November 13, 2023. Testimony is limited to four minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee office of the need as soon as possible but no later than five business days before the proceeding by emailing cow@dccouncil.gov. We will make every effort to fulfill timely requests, although alternatives may be offered. Requests received in less than five business days may not be fulfilled. Witnesses will receive instructions on how to participate by Zoom prior to the hearing.
