Council Chairman Phil Mendelson announces a public hearing of the Committee of the
Whole on Teacher and Principal Retention in the District. The hearing will be held on Wednesday,
November 29, 2023, at 10:00 a.m.
The purpose of this public oversight hearing is to hear from government and expert
witnesses about efforts that improve or hinder educator retention. Research shows that high quality
teachers and principals significantly improve student outcomes. Retaining our best teachers and
principals is critically important to helping students succeed academically and socio-emotionally.
However, in the wake of the Pandemic, teacher turnover spiked across the country. More than one
in four teachers in the District left their classrooms from the 2021-2022 to the 2022-23 school year,
a 7% increase from the prior year. The Committee is particularly concerned with adequacies in
educator salary, working conditions, evaluation, coaching support, mentoring support, and growth
opportunities.
This hearing is limited to invited witnesses and agency representatives. Those who
wish to submit testimony for the record may do so by using the Council’s Hearing Management

3 minutes which will be transcribed). Testimony will be publicly accessible upon Committee
