Council Chairman Phil Mendelson announces a public hearing before the Committee of the Whole
on Proposed Resolution 25-500, the “Transfer of Jurisdiction of Lots 287 and 998 in Square 5865, Part of
Lots 981 and 982 in Square 5865, Part of Parcel 240/6, Part of Parcel 234/41, and a Portion of Reservation
421, S.O. 14-20429, Approval Resolution of 2023,” Bill 25-568, the “Dedication of Lot 841 in Square 5755
for Alley Purposes, S.O. 22-01599 Act of 2023,” Bill 25-614, the “Closing of a Public Alley in Square
5051, S.O. 21-00136, Act of 2023,” and Bill 25-636, the “Closing of a Public Alley in Square 3701, S.O.
23-06220, Act of 2023.” The hearing will be held at 3:30 p.m. (or immediately following the preceding
hearing) on Thursday, February 22, 2024.
The stated purpose of PR 25-500 is to transfer the jurisdiction of certain real property adjacent to
and near the Anacostia Freeway from the U.S. General Services Administration and the National Parks
Service to the District of Columbia to facilitate the completion of improvements to the I-295/Malcolm X
Avenue, S.E. interchange. The stated purpose of Bill 25-568 is to dedicate a portion of private property in
Square 5755, Lot 841 in Ward 8 to widen a public alley so that the owner may develop the adjoining lots
with new-single family houses. The stated purpose of Bill 25-614 is to close a public alley stub in Square
5051 in Ward 7 to facilitate the redevelopment of the East River Shopping Center. The stated purpose of
Bill 25-636 is to close a 10-foot-wide unimproved public alley in Square 3701 in Ward 5.
Those who wish to testify must register using the Council’s Hearing Management System at
https://lims.dccouncil.gov/hearings by 5:00 p.m. on Tuesday, February 20, 2024. Testimony is limited
to four minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language
interpretation, are requested to inform the Committee office of the need as soon as possible but no later than
five business days before the proceeding by emailing cow@dccouncil.gov. We will make every effort to
fulfill timely requests, although alternatives may be offered. Requests received in less than five business
days may not be fulfilled. Witnesses will receive instructions on how to participate by Zoom prior to the

Public witnesses will participate virtually via the Internet on the Zoom Video Conference platform.
Testimony should be submitted through the Council’s Hearing Management System
(https://lims.dccouncil.gov/hearings) in advance of the hearing. Testimony will be publicly accessible upon
Committee review. If you are unable to testify at the hearing, written statements are encouraged and will
be made a part of the official record. Statements for the record should be submitted through the Hearing
Management System or left by voicemail by calling (202) 430-6948 (up to 3 minutes which will be
transcribed). The record will close at 5:00 pm on Thursday, March 7, 2024.
