COUNCIL OF THE DISTRICT OF COLUMBIA COMMITTEE OF THE WHOLE NOTICE OF A PUBLIC HEARING 1350 Pennsylvania Avenue, NW, Washington, DC 20004 CHAIRMAN PHIL MENDELSON COMMITTEE OF THE WHOLE ANNOUNCES A PUBLIC HEARING on B25-741 “Vocational Education for a New Generation Act of 2024” on Thursday, October 24, 2024, 10:00 a.m. Room 412 (Track B) John A. Wilson Building 1350 Pennsylvania Avenue, NW Washington, DC 20004 DC Council Website (www.dccouncil.gov) Council Chairman Phil Mendelson announces a public hearing before the Committee of the Whole on Bill 25-741 “Vocational Education for a New Generation Act of 2024.” The public hearing will be held at 10:00 a.m. on Thursday, October 24, 2024. The stated purpose of Bill 25-741 is to establish locally funded Career and Technical Education (CTE) programs administered by the Office of the State Superintendent of Education (OSSE). The funding would establish new CTE programs, expand existing CTE programs and courses, and provide career guidance and counseling services for participants. The bill further requires OSSE to publish the core indicators of performance mandated by the federal Perkins V Grant and information such as the total number of students enrolled in CTE courses and the total number of students who participated in work-based learning opportunities. Similar reporting requirements were adopted in the Fiscal Year 2025 Budget Support Act (Act 25-550, Subtitle IV-Q). The Committee of the Whole encourages testimony about vocational education generally, as well as about Bill 25-741. Those who wish to testify must register using the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings by 5:00 p.m. on Tuesday, October 22, 2024. Testimony is limited to three minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee office of the need as soon as possible but no later than five business days before the proceeding by emailing cow@dccouncil.gov. We will make every effort to fulfill timely requests, although alternatives may be offered. Requests received in less than five business days may not be fulfilled. Witnesses will receive instructions on how to participate by Zoom prior to the hearing.
