COUNCIL OF THE DISTRICT OF COLUMBIA COMMITTEE OF THE WHOLE NOTICE OF A PUBLIC HEARING 1350 Pennsylvania Avenue, NW, Washington, DC 20004 CHAIRMAN PHIL MENDELSON COMMITTEE OF THE WHOLE ANNOUNCES A PUBLIC HEARING on B25-800 “Mathematics Education Improvement Amendment Act of 2024” on Wednesday, November 6, 2024, 12:00 p.m. Room 412 (Track B) John A. Wilson Building 1350 Pennsylvania Avenue, NW Washington, DC 20004 DC Council Website (www.dccouncil.gov) Council Chairman Phil Mendelson announces a public hearing before the Committee of the Whole on Bill 25-800 “Mathematics Education Improvement Amendment Act of 2024.” The public hearing will be held at 12:00 p.m. on Wednesday, November 6, 2024. The stated purpose of Bill 25-800 is to establish a task force to improve kindergarten to 12th grade math achievement in the District. In school year 2022-2023, PARCC scores showed that only 22% of DC students met or exceeded the expectations for mathematics standards. Research has shown that math skills are highly correlated with later math achievement, reading achievement, and college attendance. Bill 25- 800 requires the Office of the State Superintendent of Education (OSSE) to convene a taskforce made up of government agencies, mathematics education experts, and educators. The taskforce would be responsible for producing a report that recommends a District-wide approach to developing evidenced-based instructional materials, professional development for educators, and curricula to improve math education. The approach is similar to the approach taken with literacy, where OSSE convened a taskforce and produced a report released in the fall of 2023 (RC25-94). The Committee of the Whole encourages testimony about mathematics education generally, as well as about Bill 25-800. Those who wish to testify must register using the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings by 5:00 p.m. on Monday, November 4, 2024. Testimony is limited to three minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee office of the need as soon as possible but no later than five business days before the proceeding by emailing cow@dccouncil.gov. We will make every effort to fulfill timely requests, although alternatives may be offered. Requests received in less than five business days may not be fulfilled. Witnesses will receive instructions on how to participate by Zoom prior to the hearing.
