Wilson Building 1350 Pennsylvania Avenue, NW Washington, DC 20004 DC Council Website (www.dccouncil.gov) Council Chairman Phil Mendelson announces a public hearing before the Committee of the Whole on Bill 25-630 “Universal Out of School Time Amendment Act of 2023” and Oversight of Out of School Time Programs. The hearing will be held on Thursday, November 21, 2024, at 10:30 am. This hearing will discuss what the Office of Out of School Time Grants and Youth Comes (OST Office), through the Office of the Deputy Mayor, is currently doing to provide equitable access to high-quality, out-of- school-time programs for District students. The Committee is especially concerned with access to programming for students with disabilities, changes to the 21st Century Community Learning Centers grant, and the rollout and development of the MyAfterSchoolDC grant program and parent portal. The stated purpose of Bill 25-630 is to provide universal access to after-school and summer programming for public school students by 2035. The legislation prioritizes expanding access to students who are at-risk, low-income, criminal justice-involved, or have a disability. The legislation also sets several standards and requirements for the OST Office, which oversees the Out of School Time Commission and a significant portion of out-of-school time funding. Those who wish to testify must register using the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings by 5:00 pm on Tuesday, November 19, 2024. Testimony is limited to three minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee office of the need as soon as possible but no later than five business days before the proceeding by emailing cow@dccouncil.gov. We will make every effort to fulfill timely requests, although alternatives may be offered. Requests received in less than five business days may not be fulfilled. Witnesses will receive instructions on how to participate by Zoom prior to the hearing.
