COUNCIL OF THE DISTRICT OF COLUMBIA COMMITTEE OF THE WHOLE NOTICE OF PUBLIC OVERSIGHT HEARING 1350 Pennsylvania Avenue, NW, Washington, DC 20004 CHAIRMAN PHIL MENDELSON COMMITTEE OF THE WHOLE ANNOUNCES A PUBLIC OVERSIGHT HEARING on Teacher and Principal Turnover vs. Retention in the District’s Public Schools Thursday, December 16, 2021 at 1:00 p.m. Live via Zoom Video Conference Broadcast Chairman’s Website (www.ChairmanMendelson.com/live) DC Council Website (www.dccouncil.us) Council Channel 13 (Cable Television Providers) Office of Cable Television Website (entertainment.dc.gov) Council Chairman Phil Mendelson announces a public oversight hearing of the Committee of the Whole on Teacher and Principal Turnover vs. Retention in the District’s Public Schools. The hearing will be held on Thursday, December 16, 2021 at 1:00 p.m. via Zoom Video Conference Broadcast. The hearing will only be broadcast live at http://www.ChairmanMendelson.com/live. Afterward, it will be posted to the DC Council website. Teachers and school leaders are the foundation of a quality education, and they are vital to the success of our students and our schools. The purpose of this oversight hearing is to discuss what progress has been made, if any, to reduce teacher and principal turnover, both in District of Columbia Public Schools and District of Columbia public charter schools. In December 2019, the Committee of the Whole held a hearing on teacher and principal turnover where we heard from experts about the cause of teacher attrition and strategies to increase retention of teachers in District schools. Since then, many schools have experienced increased turnover of teachers and school leaders. It is important for the Committee to understand what the local education agencies are doing to retain our high-quality educators and leaders. The number of public witnesses will be limited to 40 individuals. Those who wish to testify must register at http://www.ChairmanMendelson.com/testify by the close of business on Tuesday, December 14, 2021. Testimony is limited to three minutes. Witnesses who anticipate needing spoken language interpretation or require sign language interpretation must inform the Committee office of the need as soon as possible but no later than five business days before the proceeding. We will make every effort to fulfill timely requests, although alternatives may be offered. Requests received in less than five business days may not be fulfilled. Due to the COVID-19 public health emergency declaration, the hearing will be conducted virtually on the Internet utilizing Zoom video conference technology. Although the witness list for this hearing is limited, written or transcribed statements from the public, regardless of residence are welcomed and will be taken by email or voicemail. Testimony may be submitted in writing to cow@dccouncil.us or may be left by voicemail (up to 3 minutes – which will be transcribed – by calling (202) 430-6948). Testimony received by close of business on December 14, 2021 will be posted publicly to http://www.chairmanmendelson.com/circulation prior to the hearing. Written statements timely received will be made a part of the official record. Written statements should be submitted to cow@dccouncil.us.
