COUNCIL OF THE DISTRICT OF COLUMBIA COMMITTEE OF THE WHOLE NOTICE OF PUBLIC OVERSIGHT HEARING 1350 Pennsylvania Avenue, NW, Washington, DC 20004 CHAIRMAN PHIL MENDELSON COMMITTEE OF THE WHOLE ANNOUNCES A PUBLIC HEARING on DC Public Schools Budgeting Practices on Tuesday, November 14, 2023 at 1:00 p.m. Hearing Room 412 (Track B) John A. Wilson Building 1350 Pennsylvania Avenue NW DC Council Website (www.dccouncil.gov) Council Chairman Phil Mendelson announces a public oversight hearing before the Committee of the Whole on DC Public Schools Budgeting Practices. The hearing will be held at 1:00 p.m. on Tuesday, November 14, 2023. Beginning with the Mayor’s failure to implement the Schools First in Budgeting Act (D.C. Act 24-722), the Fiscal Year 24 budget formation called into question several DCPS budgeting practices. The Committee is particularly concerned with issues implementing the Schools First in Budgeting Act, technology procurement, the timely disbursal of IMPACT awards to teachers, the use of Federal Elementary and Secondary School Emergency Relief (ESSER) funding, absorbing Washington Teachers Union salaries into the DCPS budget through the Uniform Per Student Funding Formula (UPSFF), Medicaid, and collections, among other budgeting practices of DCPS. This hearing will give DCPS an opportunity to explain the decision making behind its fiscal strategy and commit to corrections ahead of the formation of the Fiscal Year 25 budget. This hearing is limited to invited witnesses and agency representatives.
