COUNCIL OF THE DISTRICT OF COLUMBIA COMMITTEE OF THE WHOLE NOTICE OF PUBLIC HEARING 1350 Pennsylvania Avenue, NW, Washington, DC 20004 RECONVENED CHAIRMAN PHIL MENDELSON COMMITTEE OF THE WHOLE ANNOUNCES A PUBLIC OVERSIGHT HEARING on FY24 DCPS School Budgets on Friday, February 24, 2023 at 1:00 p.m. Live via Zoom Video Conference Broadcast Chairman’s Website (www.ChairmanMendelson.com/live) Council Chairman Phil Mendelson announces a hearing before the Committee of the Whole on “FY24 DCPS School Budgets”. The hearing will be held at 1:00 p.m. on Friday, February 24, 2023 via Zoom Video Conference. This hearing was originally convened on February 13, 2023. The District of Columbia Public Schools (DCPS) will release the initial budget for each of its 116 schools ahead of the release of the Mayor’s annual budget. For the past several years, schools have experienced budget instability, sometimes extreme, with little opportunity to acquire additional funding to cover all of the necessary services and supports for students. In December, the Council adopted the Schools First in Budgeting Amendment Act of 2022, which requires the Mayor and the District of Columbia Public Schools (DCPS) to increase individual school budgets using a specific budget calculation that begins with the school’s budget for the previous year. The purpose of this hearing is to analyze the initial budgets for individual schools to ensure they adhere to the requirements of the law and hear from education stakeholders about how the proposed funding will impact student achievement and supports in the coming school year. This hearing is not about the overall DCPS budget. Those who wish to testify must register at http://www.ChairmanMendelson.com/testify by 5:00 p.m. on Wednesday, February 22, 2023. Testimony is limited to three minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee office of the need as soon as possible but no later than five business days before the proceeding. We will make every effort to fulfill timely requests, although alternatives may be offered. Requests received in less than five business days may not be fulfilled.
