B25-0475, the Initiative Amendment Act of 2023, would amend the Home Rule Act of 1978. Under the Home Rule Act of 1978, registered District of Columbia voters may place an Initiative or Referendum Measure on an election ballot. Once a Measure is filed, the Board of Elections (BOE) holds a public meeting to consider whether the subject matter of the referendum meets the requirements set forth in the Home Rule Charter.1 Under an amendment to the Charter approved by Congress, “electors of the District of Columbia may propose laws (except laws appropriating funds) …”. This bill would prevent ballot access for Initiatives that would be subject to appropriations prior to becoming effective. B25-0610, the Retired Firefighter and Police Officer Redeployment Amendment Act of 2023, would allow retired Metropolitan Police Department officers and retired firefighters from the Fire and Emergency Services Department to work as a temporary full-time or temporary part-time 911 call taker or 911 dispatcher within the Office of Unified communications without jeopardy to the retirement benefits of the employee. 1 https://code.dccouncil.us/dc/council/code/sections/1-1001.16.html Those who wish to testify must register using the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings by 5:00 p.m. on Tuesday, January 9, 2024. Oral testimony will be limited to 5 minutes for those testifying on behalf of an organization and 3 minutes for those testifying on behalf of themselves. Witnesses who anticipate needing language interpretation or require sign language interpretation are encouraged to inform the Committee of the need as soon as possible but no later than five business days before the proceeding by emailing ceal@dccouncil.gov. We will make every effort to fulfill timely requests, although requests received in less than five business days may not be fulfilled. Public witnesses will participate virtually via the Internet on the Zoom Video Conference platform. Each witness will receive an individual Zoom invitation for the hearing in a separate e-mail.
