White Jr., Chair of the Committee on Government Operations and Facilities, will hold a public hearing on B24-0129, the “Inspector General Enhancement Act of 2021”. The public hearing will take place via the Zoom web conferencing platform at 12:00 PM. Members of the public will be able to view the public hearing on Council Channel 13, the DC Council website, or at http://www.facebook.com/RobertWhiteAtLarge/Live. The stated purpose of B24-0129, the “Inspector General Enhancement Act of 2021” is to amend the District of Columbia Procurement Practices Act of 1985 to provide the Office of Inspector General’s criminal investigators with authority to arrest without a warrant where a violation of a federal or District of Columbia statute is being committed in his or her presence or for any felony violation of a federal or District of Columbia statute if the criminal investigator has probable cause to believe the person to be arrested has committed or is committing such felony; to provide the Office of Inspector General’s criminal investigators with authority to apply for and execute arrest warrants in accordance with its mission to independently conduct and supervise investigations relating to the programs and operations of District government departments and agencies, including independent agencies; to provide the Inspector General with the authority to directly enter into agreements with federal partners; to amend section 23-501(2) of the District of Columbia Code to include within the definition of law enforcement officer any criminal investigators of the Office of the Inspector General who, as part of their official duties, conducts investigations of alleged felony violations; and to amend the D.C. Official Code § 22-2016 (b)(1) to include within the definition of law enforcement officer any employee of the Inspector General who, as part of his or her official duties, conducts investigations of alleged felony violations. The Committee invites the public to testify remotely or to submit written testimony. Anyone wishing to testify must sign up in advance by contacting the Committee by e-mail at Page 1 of 2 facilities@dccouncil.us or by phone at (202) 741-8593, and provide their name, phone number or e-mail, organizational affiliation, and title (if any) by the close of business on Monday, July 12th, 2021. Witnesses are encouraged, but not required, to submit their testimony in writing electronically in advance to facilities@dccouncil.us. Witnesses will participate remotely via Zoom. The Committee will follow-up with witnesses with additional instructions on how to provide testimony in advance of the proceeding. All public witnesses will be allowed a maximum of four minutes to testify, while Advisory Neighborhood Commissioners will be permitted five minutes to testify. At the discretion of the Chair, the length of time provided for oral testimony may be reduced. Witnesses who anticipate needing language interpretation, or require sign language interpretation, are requested to inform the Committee of the need as soon as possible but no later than five (5) business days before the proceeding. We will make every effort to fulfill timely requests, however requests received in less than five (5) business days may not be fulfilled and alternatives may be offered. The Committee also encourages the public to submit written testimony to be included for the public record. Copies of written testimony should be submitted by e-mail to facilities@dccouncil.us.
