On Thursday, June 30, 2022, Councilmember Robert C. White Jr., Chair of the Committee on
Government Operations and Facilities and Councilmember Anita Bonds, Chair of the Committee
on Housing and Executive Administration, will hold a joint public hearing on B24-0649, the
“Elimination of Discrimination Against Women Amendment Act of 2022”. The joint public
hearing will take place via the Zoom web conferencing platform at 3:00 PM. Members of the
public will be able to view the joint public hearing on DC Council Channel 13,
www.dccouncil.us, www.entertainment.dc.gov, and
https://www.youtube.com/channel/UCPJZbHhKFbnyGeQclJxQk0g/live.
The stated purpose of B24-0649, the “Elimination of Discrimination Against Women
Amendment Act of 2022” is to amend the District of Columbia Commission for Women Act of
1978 to require that all District government agencies conduct gender analyses every four years,
to require the Commission on women to make training on gender equity and human rights
available to District government employees, and to require the development of a citywide action
plan to eliminate discrimination against women.
The Committees invite the public to testify remotely or to submit written testimony. Anyone
wishing to testify must sign up at

provide their name, phone number or e-mail, organizational affiliation, and title (if any) by the
close of business on Tuesday, June 28, 2022. Witnesses are encouraged, but not required, to
submit their testimony in writing electronically in advance to facilities@dccouncil.us. Witnesses

will participate remotely via Zoom. The Committees will follow-up with witnesses with
additional instructions on how to provide testimony in advance of the proceeding.
All public witnesses will be allowed a maximum of four minutes to testify, while Advisory
Neighborhood Commissioners will be permitted five minutes to testify. At the discretion of the
Chair, the length of time provided for oral testimony may be reduced.
Witnesses who anticipate needing language interpretation, or require sign language
interpretation, are requested to inform the Committees of the need as soon as possible but no
later than five (5) business days before the proceeding. We will make every effort to fulfill
timely requests, however requests received in less than five (5) business days may not be
fulfilled and alternatives may be offered.
The Committees also encourage the public to submit written testimony to be included for the
public record. Copies of written testimony should be submitted by e-mail to
facilities@dccouncil.us. The record for this joint public hearing will close at the close of
business on Thursday, July 14, 2022.
