White Jr., Chair of the Committee on Government Operations and Facilities, will hold a public hearing on the Fiscal Year 2022 Procurement Risk Assessment and Associated Reports and B24-0501, the “Analyzing Additional Emergency Procurement Activity Amendment Act of 2021”. The public hearing will take place via the Zoom web conferencing platform at 12:00 PM. Members of the public will be able to view the public hearing at https://www.youtube.com/channel/UCPJZbHhKFbnyGeQclJxQk0g/live. The hearing will review three recent reports on the District’s procurement system presented by the Office of the Inspector General, the “COVID-19 Emergency Procurement Risk Assessment”, the “Fiscal Year 2022 Information Technology Capital Projects Procurement Risk Assessment”, and the “Fiscal Year 2022 Procurement Risk Assessment”. The overall procurement risk assessment’s objectives were to identify the District’s procurement practices subject to the highest risk of corruption, fraud, waste, and abuse; identify high-risk incongruences in the various procurement rules and regulations; identify high-risk structural issues related to the District’s procurement system and assess the status of issues identified in the 2017 Procurement Practices Risk Assessment. In addition, the hearing will be on B24-0501, the “Analyzing Additional Emergency Procurement Activity Amendment Act of 2021”, whose stated purpose at introduction was to amend the Procurement Practices Reform Act of 2010 to ensure that the Office of Contracting and Procurement’s retrospective analysis of emergency procurements addresses a period of additional emergency procurement authority after the expiration of the COVID-19 public health Page 1 of 2 emergency; and to amend the District of Columbia Public Emergency Act of 1980 to set an end date for emergency procurement authority related to the COVID-19 pandemic. The Committee invites the public to testify remotely or to submit written testimony. Witnesses are encouraged, but not required, to submit their testimony in writing electronically in advance to facilities@dccouncil.us. Witnesses will participate remotely via Zoom. The Committee will follow-up with witnesses with additional instructions on how to provide testimony in advance of the proceeding. All public witnesses will be allowed a maximum of four minutes to testify, while Advisory Neighborhood Commissioners will be permitted five minutes to testify. At the discretion of the Chair, the length of time provided for oral testimony may be reduced. Witnesses who anticipate needing language interpretation, or require sign language interpretation, are requested to inform the Committee of the need as soon as possible but no later than five (5) business days before the proceeding. We will make every effort to fulfill timely requests, however requests received in less than five (5) business days may not be fulfilled and alternatives may be offered. The Committee also encourages the public to submit written testimony to be included for the public record. Copies of written testimony should be submitted by e-mail to facilities@dccouncil.us.
