Councilmember Vincent C. Gray, Chairperson of the Committee on Health, announces a Public Hearing on Bill 24-0519, the “Living Facility Compulsory Social Worker Designation Act of 2021”, Bill 24-0557, the “Copay Accumulator Amendment Act of 2021”, Bill 24-0564, the “Health-Care Facility Unlicensed Person Criminal Background Check Amendment Act of 2021”, and Bill 24-0648, the “School Psychologist Licensing Clarification Amendment Act of 2022.” The hearing will be held on Monday, June 27, 2022, at 10:00 a.m, via Webex. Bill 24-0519 would require the Mayor to mandate and enforce the designation of a social worker on staff at all living facilities in the District of Columbia to provide social services - especially advocacy, investigation, treatment, counseling, material aid, and the social and emotional well-being of residents. Bill 24-0557 would require health insurers to apply discounts, financial assistance, payments, product vouchers and other reductions in out-of-pocket expenses made by or on behalf of a member when calculating the member’s coinsurance, copayment, cost-sharing responsibility, deductible, or out-of- pocket maximum for a covered benefit.  Bill 24-0564 would shift the responsibility for conducting criminal background checks for unlicensed persons who wish to work in long term care facilities from the facilities themselves to the Mayor. Bill 24-0648 would amend the District of Columbia Health Occupations Revision Act of 1985 to clarify that the school psychologist licensing exception applies at both District of Columbia Public Schools and public charter schools. Oral testimony will be strictly limited to three minutes to allow everyone an opportunity to testify. For accommodation requests, including spoken language or sign language interpretation, please inform the Committee office of the need as soon as possible but no later than five (5) business days before the proceeding. The Council will make every effort to fulfill timely requests, however requests received in less than five (5) business days may not be fulfilled and alternatives may be offered.
