COUNCIL OF THE DISTRICT OF COLUMBIA COMMITTEE ON HEALTH NOTICE OF PUBLIC HEARING 1350 Pennsylvania Avenue, NW, Washington, DC 20004 COUNCILMEMBER CHRISTINA HENDERSON, CHAIRPERSON COMMITTEE ON HEALTH ANNOUNCES A PUBLIC HEARING ON B25-0124, the “Prior Authorization Reform Amendment Act of 2023” ON Wednesday May 24, 2023, 9:30 a.m. Virtual Meeting via Zoom Video Conference Broadcast To Watch Live: https://dccouncil.gov/council-videos/ https://www.christinahendersondc.com/live https://www.youtube.com/@cmchenderson Councilmember Christina Henderson announces a public hearing before the Committee on Health on B25-0124, the “Prior Authorization Reform Amendment Act of 2023.” The hearing will be held at 9:30 a.m. on Wednesday May 24, 2023, Zoom Video Conference. The stated purpose of B25-0124 is to prohibit insurers from requiring prior authorization for a treatment based solely on cost. It sets timelines for insurers to respond to prior authorization requests and appeals and lays out the qualifications of personnel qualified to make these determinations. Among other things it would clarify how insurers are to make information on prior authorization determinations available to patients and their medical providers. Those who wish to testify must register at https://bit.ly/HealthHearings by 5:00 p.m. on Monday, May 22. Those speaking on behalf of an organization will receive 5 minutes and those speaking for themselves will receive 3 minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, must inform the Committee office as soon as possible but no later than five business days before the hearing. We will make every effort to fulfill timely requests, although alternatives may be offered. Requests received in less than five business days may not be fulfilled. The hearing will be conducted virtually on the Internet utilizing Zoom video conference technology for public witnesses. Testimony should be submitted to astrange@dccouncil.gov in advance of the hearing. If you are unable to testify at the hearing, written statements are encouraged and will be made a part of the official record. Statements for the record should be submitted to astrange@dccouncil.gov. The record will close at 5:00pm on Wednesday, June 7, 2023.
