Councilmember Christina Henderson, Chair of the Committee on Health, announce a
hearing on B25-0545 - Health Occupations Revision General Amendment Act of 2023; B25-347
Dental Hygiene and Dental Assistants Scope of Practice Amendment Act of 2023 and B25-0566
- Behavioral Analyst Licensure Amendment Act of 2023. The hearing will be held on Thursday
December 7, 2023, at 11:00a.m. or immediately following the proceeding hearing.
The purpose of B25-0545 is to update the District of Columbia Health Occupations
Revision Act of 1985 in several key areas to reflect current practices and technological
advancements in healthcare. The stated purpose of authorize dental hygienists to perform
additional functions. It clarifies who is required to register as a dental assistant. It would also allow
dental assistants to assist a licensed dental hygienist and to perform specified duties under general
or indirect supervision. And lastly, the stated purpose of B25-0566 is to formally recognize and
regulate the profession of Behavior Analysts in D.C. by establishing licensure requirements,
thereby enhancing the quality and accessibility of behavioral healthcare, particularly for children
with autism and other behavioral conditions.
Witnesses will be appearing virtually using the Zoom platform. Public witnesses will have
5 minutes to speak if they are representing an organization, and 3 minutes if they are speaking for
themselves. The public should sign up at https://lims.dccouncil.gov/Hearings by 5pm on Tuesday,
December 5, 2023. Witnesses who anticipate needing spoken language interpretation, or require
sign language interpretation, are requested to inform the Committee office of the need as soon as
possible but no later than five business days before the proceeding. We will make every effort to
fulfill timely requests, although alternatives may be offered. Requests received in less than five
