Councilmember Christina Henderson, Chair of the Committee on Health, announces a
public hearing on B25-0690 - Public School Health Services Amendment Act of 2024. The hearing
will be held on Wednesday October 9, 2024, 9:30a.m., hybrid in Room 500 of the John A. Wilson
Building, and Virtual via Zoom.
The stated purpose of B25-0690 is to require public schools and public charter schools to
have a minimum of 30 hours per week of nursing coverage during the school year and summer
school. It requires a deadline for new schools to request nursing services from DC Health to ensure
efficient budgeting and planning. DC Health is required to provide technical assistance to schools
not participating in the DC Health School Health Services Program and is to collect and publish
data on school nursing service coverage.
The stated purpose of B25-0948 is to strengthen and modernize the process through which
a new institutional health service, or capital expenditure related to an existing medical/health
asset, obtains a Certificate of Need (CON) from the State Health Planning and Development
Agency (SHPDA) within DC Health.
Witnesses may appear either in-person or virtually using the Zoom platform. Unless
otherwise stated in pre-hearing instructions, witnesses will have 5 minutes to speak if they are
representing an organization, and 3 minutes if they are speaking for themselves. The public should

but no later than five business days before the proceeding. We will make every effort to fulfill
timely requests, although alternatives may be offered. Requests received in less than five business
days may not be fulfilled. If you have additional questions, please email Ashley Strange,
