COUNCIL OF THE DISTRICT OF COLUMBIA COMMITTEE ON HOUSING AND EXECUTIVE ADMINISTRATION NOTICE OF PUBLIC HEARING 1350 Pennsylvania Avenue, NW, Washington, DC 20004 COUNCILMEMBER ANITA BONDS, CHAIRPERSON COMMITTEE ON HOUSING AND EXECUTIVE ADMINISTRATION ANNOUNCES A PUBLIC HEARING on the matter of B24-0457 – Revised Uniform Law on Notarial Acts Amendment Act of 2021 on March 7, 2022, at 11:00 AM Via Zoom https://dccouncil-us.zoom.us/j/93577519712?pwd=c1FDZnc1SWlvQjUrZWVtdVdqN1FEUT09 On Monday, March 7, 2022, Councilmember Anita Bonds will hold a public hearing to discuss B24-0457, the “Revised Uniform Law on Notarial Acts Amendment Act of 2021.” B24-0457, the “Revised Uniform Law on Notarial Acts Amendment Act of 2021” will bring the District of Columbia on par with the dozens of other jurisdictions in the United States that have permanent laws permitting remote notarization. The bill would authorize a notary public to certify that a paper copy of an electronic record is an accurate copy of that record; to accept a paper copy of an electronic record that is certified by a notarial officer; and to perform a notarial act for an individual who is not physically present before the notary public, including an individual who is outside the District of Columbia but within the United States and an individual who is outside the United States, through the use of synchronous communication technology to verify the identity of the remote individual, evidenced by an audio-visual recording, or by remote administration of oaths and remote notarization of tangible records evidenced by an audio-visual recording. The remote notarization provision recognizes a rapidly emerging trend and accommodates changes spurred by the COVID-19 pandemic. Each witness will receive an individual Zoom invitation for the hearing in a separate e-mail. Witnesses are encouraged to submit an electronic version of their testimony to housing@dccouncil.us. Oral testimony will be limited to 5 minutes for those testifying on behalf of an organization and 3 minutes for those testifying on behalf of themselves. Witnesses who anticipate needing language interpretation or require sign language interpretation are encouraged to inform the Committee of the need as soon as possible but no later than five business days before the proceeding. The Committee will make every effort to fulfill timely requests, however requests received in less than five business days may not be fulfilled and alternatives may be offered. If someone is unable to testify at the public hearing, written statements are encouraged and will be made a part of the official record.
