This hearing was previously noticed in the September 9, 2022 D.C. Register to be held on November 17, 2022. This notice has been revised and abbreviated to reflect a date change and to provide timely notice to the public. B24-802 “Green New Deal for Housing Amendment Act of 2022” would allow investments in District-owned social housing developments and require the Mayor to evaluate certain properties for conversion into social housing developments before disposing of them. The District would be allowed to purchase residential property for conversion into social housing developments. It would also establish an Office of Social Housing Developments and provide for the appointment of a director to foster the development of District-owned residential properties designed to be mixed-income housing with up to two-thirds of the properties priced to be permanently affordable for low income households. Persons who wish to testify are requested to either email the Committee at housing@dccouncil.gov or (202) 724-8198, at least two business days before the hearing and provide their name, address, telephone number, email address, organizational affiliation and title, if any. Each witness will receive an individual Zoom invitation for the hearing in a separate e-mail. Witnesses are encouraged to submit an electronic version of their testimony to housing@dccouncil.gov. Oral testimony will be limited to 5 minutes for those testifying on behalf of an organization and 3 minutes for those testifying on behalf of themselves. All Councilmembers will receive an individual Zoom invitation for the hearing in a separate email. The hearing can be viewed on the Committee on Housing and Executive Administration YouTube(www.youtube.com/channel/UCgy5EojaMYGtwicWSfg9NeA), and at www.dccouncil.us and www.entertainment.dc.gov. Witnesses who anticipate needing language interpretation or require sign language interpretation are encouraged to inform the Committee of the need as soon as possible but no later than five business days before the proceeding. The Committee will make every effort to fulfill timely requests, however requests received in less than five business days may not be fulfilled and alternatives may be offered. If someone is unable to testify at the public hearing, written statements are encouraged and will be made a part of the official record.
