White Jr., Chair of the Committee on Housing, will hold a public hearing on B25-0994 the “Emergency Rental Assistance Reform Amendment Act of 2024”. The public hearing will take place in hybrid format in Room 500 of the John A. Wilson Building and via the Zoom web conferencing platform at 9:30 AM. The stated purpose of B25-0994, the “Emergency Rental Assistance Reform Amendment Act of 2024” is to amend Section 8f of the Homeless Services Reform Act of 2005 to reform the Emergency Rental Assistance Program to require specific documentation from tenants establishing eligibility for Emergency Rental Assistance funds, to clarify the definition of a qualifying emergency position; and to amend section 501 of the Rental Housing Act of 1985 to permit a court to enter a stay, rather than require a court to enter a stay, when a tenant submits documentation to the court demonstrating that he or she has a pending Emergency Rental Assistance Program application. Page 1 of 2 The Committee invites the public to testify remotely or to submit written testimony. Anyone wishing to testify must sign up at lims.dccouncil.gov/hearings/or by phone at (202) 727-8270 by the close of business on Wednesday, November 13th, 2024. Witnesses are encouraged, but not required, to submit their testimony in writing electronically in advance at lims.dccouncil.gov/hearings/. Witnesses may choose to participate in person or remotely via Zoom. The Committee will follow-up with witnesses with additional instructions on how to provide testimony in advance of the proceeding. All public witnesses will be allowed a maximum of four minutes to testify, while Advisory Neighborhood Commissioners will be permitted five minutes to testify. At the discretion of the Chair, the length of time provided for oral testimony may be reduced. Witnesses who anticipate needing language interpretation, or require sign language interpretation, are requested to inform the Committee of the need as soon as possible but no later than five (5) business days before the proceeding. We will make every effort to fulfill timely requests, however requests received in less than five (5) business days may not be fulfilled and alternatives may be offered. The Committee also encourages the public to submit written testimony to be included for the public record. Copies of written testimony should be submitted at lims.dccouncil.gov/hearings/. The record for this public hearing will close at the close of business on Friday, November 29h, 2024.
