Wilson Building 1350 Pennsylvania Avenue, NW Washington, DC 20004 Councilmember Pinto’s YouTube Page (www.youtube.com/@cmbrookepinto) DC Council Website (dccouncil.gov) Council Channel 13 (Cable Television Providers) Office of Cable Television Website (entertainment.dc.gov) On Wednesday, November 8, 2023, Councilmember Brooke Pinto, Chairwoman of the Committee on the Judiciary and Public Safety, will hold a hearing on B25-479, the Addressing Crime through Targeted Interventions and Violence Enforcement (“ACTIVE”) Amendment Act of 2023. The hearing will begin at 10:00 a.m. and be broadcast live on DC Council Channel 13 and streamed live at www.dccouncil.gov, youtube.com/@cmbrookepinto, and entertainment.dc.gov. Bill 25-479 includes a number of provisions aimed at improving public safety in the District. Specifically, the legislation would: • Require individuals on probation, supervised release, or parole following a conviction for a firearm offense to submit to a search when they are in a public place. • Adjust the maximum penalties for endangerment with a firearm; • Increase the maximum penalty for individuals firing a large number of bullets at a time; • Require that sentences for possession of extremely dangerous weapons, like machine guns, be stacked on top of baseline penalties, rather than running concurrently; • Create a new offense of unlawful discarding of firearms and ammunition; • Amend the definition of carjacking to include situations where the victim is not in or immediately next to their vehicle; • Require judges to issue written findings that set forth the evidence that supported their decision to release an individual charged with a violent crime; • Classify strangulation and certain sexual abuse crimes as “dangerous crimes” and “crimes of violence”; and • Create a Prearrest Diversion Task Force charged with developing recommendations for increasing the use of prearrest diversion and implementing those recommendations. The Committee invites the public to testify. Witnesses who represent organizations will have 5 minutes to speak. All others will have 3 minutes to speak. Witnesses will have the option to testify in person or virtually; witnesses should specify which option they are electing at the time they sign up to testify. Witnesses who anticipate needing spoken language interpretation, or who require sign language interpretation, are requested to inform the Committee office of the need as soon as possible, but no later than 5 business days before the proceeding. We will make every effort to fulfill timely requests, although alternatives may be offered.
