Wilson Building, 1350 Pennsylvania Avenue, NW, Room 412 and virtually via Zoom To watch live: Councilmember Pinto’s YouTube Page (www.youtube.com/@cmbrookepinto) DC Council Website (dccouncil.gov) Council Channel 13 (Cable Television Providers) Office of Cable Television Website (entertainment.dc.gov) On March 21, 2024, Councilmember Brooke Pinto, Chairwoman of the Committee on the Judiciary and Public Safety, will hold a hearing on Bill 25-460, the “Transgender and Gender- Diverse Mortality and Fatality Review Committee Establishment Amendment Act of 2023.” Bill 25-460, the “Transgender and Gender-Diverse Mortality and Fatality Review Establishment Amendment Act of 2023”, would establish a Transgender and Gender-Diverse Mortality and Fatality Review Committee. This Committee would complement the District’s existing mortality and fatality review committees administered by the Office of the Chief Medical Examiner (“OCME”). The proposed Committee would consist of representatives from OCME and other relevant District agencies; representatives from District hospitals, transgender and gender- diverse advocacy organizations, housing organizations, healthcare providers, researchers from a college or university within the District conducting research in this area, and social workers specializing in transgender and gender-diverse issues. The Committee would be tasked with identifying and characterizing the scope and nature of transgender mortalities and fatalities; recording trends; conducting retrospective socioeconomic analyses; and working to develop policy recommendations. The establishment of this Committee will continue the District’s leading role in LGBTQIA+ advocacy and legislation. The Committee will be the first entity of its kind in the United States. It will contribute important data and analysis and provide important resources for the National Center for Fatality Review and Prevention and for transgender and gender-diverse people across the country and inform future strategies and interventions to drive down disparate outcomes for transgender and gender-diverse residents. The Committee invites the public to testify. Those who wish to do so must register using the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings by 5:00 p.m. on March 19, 2024. Witnesses who represent organizations will have 5 minutes to speak. All other witnesses will have 3 minutes to speak. Witnesses will have the option to testify in person or virtually; witnesses should specify which option they are electing at the time they sign up to testify. Witnesses who anticipate needing spoken language interpretation, or who require sign language interpretation, are requested to inform the Committee office of the need as soon as possible, but no later than 5 business days before the proceeding. We will make every effort to fulfill timely requests, although alternatives may be offered.
