Bill 25-791, introduced by Chairman Mendelson at the request of the Mayor, has several components, but only the first three titles have been referred to the Committee on the Judiciary and Public Safety.1 Title I would require families of youth charged with certain dangerous crimes to meet and develop a rehabilitation plan with the Department of Youth Rehabilitation Services. Title II would limit the use of diversion for youth charged with certain dangerous crimes. Title III would limit the use of consent agreements, deferred disposition agreements, and deferred adjudication agreements for youth charged with certain dangerous crimes. The scope of the hearing will be limited to these areas of the bill and will not explore the remaining titles related to truancy or student discipline. The Committee invites the public to testify. Those who wish to do so must register using the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings by 5:00 p.m. on Tuesday, May 28, 2024. Witnesses who represent organizations will have 5 minutes to speak. All others will have 3 minutes to speak.2 Witnesses will have the option to testify in person or virtually; witnesses should specify which option they are electing at the time they sign up to testify. 1 The entire bill is also referred to the Committee of the Whole. See the referral memorandum for the bill, available here. 2 If there is a large number of witnesses, the Committee may allow less time for each witness in order to ensure all witnesses have an opportunity to testify. Witnesses who anticipate needing spoken language interpretation, or who require sign language interpretation, are requested to inform the Committee office of the need as soon as possible, but no later than 5 business days before the proceeding. We will make every effort to fulfill timely requests, although alternatives may be offered.
