Wilson Building 1350 Pennsylvania Avenue, N.W. Washington, D.C. 20004 On Thursday, January 2, 2020, Councilmember Charles Allen, Chairperson of the Committee oh the Judiciary and Public Safety, convened a public hearing to consider Bill 23-0453, the "Flavored Electronic Smoking Device Prohibition Amendment Act of 2019"; Bill 23-0454, the "Prohibition of Electronic Smoking Sales Without a Prescription Act of 2019"; and Bill 23-0472, the "Electronic Smoking Device Sales Restriction Amendment Act of 2019". The hearing was recessed following public testimony and will be reconvened for eovernment testimony only in Room 120 of the John A. Wilson Building, 1350 Pennsylvania Avenue, N.W., on Tuesday, February 18, 2020, at 2:00 p.m. The stated purpose of Bill 23-0453, the "Flavored Electronic Smoking Device Prohibition Amendment Act of 2019", is to amend An act to prohibit the sale of tobacco to minors under sixteen years of age in the District of Columbia to prohibit the sale or distribution of a flavored electronic smoking device. The stated purpose of Bill 23-0454, the "Prohibition of Electronic Smoking Sales Without a Prescription Act of 2019", is to prohibit the sale of any electronic smoking device or liquids used 1 in electronic smoking devices, unless the sale occurs at a licensed pharmacy to a person who has a prescription. The stated purpose of Bill 23-0472, the "Electronic Smoking Device Sales Restriction Amendment Act of 2019", is to amend An act to prohibit the sale of tobacco to minors under sixteen years of age in the District of Columbia to prohibit the sale or distribution of an electronic smoking device within a quarter mile of a middle or high school. For public witnesses who were unable to testify at the Committee's January 2, 2020 hearing, the Committee will extend its comment period, and additional written statements will be made part of the official record. Copies of written statements should be submitted to the Committee at iudiciarv@,dccouncil.us. The record will close at the end of the business day on Tuesday, February 25. 2
