Nadeau, Chairperson of the Committee on Public Works and Operations, will convene a public hearing to consider B25- 0182, the “Taking Rubbish Away from Small Homes Amendment Act of 2023”; B25-0132, the “Requirement to Provide Notice of Intent to Remove Public Litter Containers Amendment Act of 2023”; and B25-0412, the “Litter Control Amendment Act of 2023.” The hearing will be held virtually via the Zoom platform beginning at 9:30 a.m. As introduced, B25-0182 would grant small condominium buildings with eight or fewer units eligibility for residential solid waste management services from the District. It would also require the Chief Financial Officer to undertake a study of the solid waste tax credit deduction issued to owners of condominium living units or homeowners who pay for commercial solid waste collection services. As introduced, B25-0132 would establish notice requirements for the Department of Public Works before the removal of public litter containers. As introduced, B25-0412 would amend D.C. Official Code to provide the Department of Public Works the ability to serve a party cited for an infraction of the Litter Control Administration Act of 1985 with a Notice of Violation (NOV) via first-class mail. It would also provide that when such service is by first-class mail, five additional days must be added to the time period within which the party cited may or is required to take any action specified in the NOV. It also clarifies that a residential premises may be inspected and investigated for an alleged nuisance. Representatives of organizations will be allowed a maximum of five minutes for oral testimony, and individuals (and any subsequent representatives of the same organizations) will be allowed a maximum of three minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee office of the need as soon as possible but no later than five business days before the proceeding by emailing publicworks@dccouncil.gov.We will make every effort to fulfill timely requests.
