Nadeau, Chairperson of the Committee on Public Works and Operations, will convene a public hearing to consider B25- 0282, the “Housing Subsidy Contract Stabilization Amendment Act of 2023.” The hearing will be held virtually via the Zoom platform beginning at 10:00 a.m. The stated purpose of Bill 25-0282 is to add to the list of procurements exempt from competition any Long-Term Subsidy Contract for the Local Rent Supplement Program that preserves existing deeply affordable housing subsidized under the program. In doing so, the bill aims to address an impending problem for many existing affordable units with LRSP dollars. LRSP was created in 2007, with initial subsidy contract terms of 15 years. Now, as the first batch of LRSP projects reach the end of their initial subsidy period, if financing for additional affordable housing preservation is needed, the contract for existing subsidy would have to be re-solicited, potentially jeopardizing those existing, occupied units. This competition exemption would not apply to any new or first-time LRSP projects, and does not change any other procurement practice, including required Council reviews and active approval of all multi-year contracts. Representatives of organizations will be allowed a maximum of five minutes for oral testimony, and individuals (and any subsequent representatives of the same organizations) will be allowed a maximum of three minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee office of the need as soon as possible but no later than five business days before the proceeding by emailing publicworks@dccouncil.gov.We will make every effort to fulfill timely requests. Witnesses will receive instructions on how to participate by Zoom prior to the hearing.
