Nadeau, Chairperson of the Committee on Public Works and Operations, will convene a public hearing to consider B25- 0416, the “Department of For-Hire Vehicles Delivery Vehicle Traffic Enforcement Expansion Amendment Act of 2023”; B25-0548, the “Leveraging Engagement in Transit Services for Greater Outcomes (LETS GO) Amendment Act of 2023”; and B25-0620, the “For-Hire-Vehicle Trade Dress Requirement Act of 2023.” The hearing will be hybrid, held in person in Room 123 of the John A. Wilson Building and virtually via the Zoom platform, beginning at 9:30 a.m. As introduced, B25-0416, the “Department of For-Hire Vehicles Delivery Vehicle Traffic Enforcement Expansion Amendment Act of 2023,” would permanently codify existing emergency and temporary provisions that provide the Department of For-Hire Vehicles with the statutory authority to issue citations to drivers making food, beverage, or parcel deliveries. Food and parcel delivery vehicles are hired through the same mobile applications as public and private vehicles-for-hire that transport passengers, and are often the same vehicles. Prior to the Council passing emergency legislation, DFHV could only issue citations for traffic violations (such as parking in crosswalks or obstructing bike lanes) to public and private vehicles-for hire operating as such; when the same vehicles turned off their dome lights and became food and parcel delivery vehicles, they could not be cited by DFHV. This legislation would permanently change that to ensure DFHV can issue citations to vehicles operating as food and parcel delivery vehicles, and would expand DFHV’s enforcement capabilities on a permanent basis. As introduced, B25-0548, the “Leveraging Engagement in Transit Services for Greater Outcomes (LETS GO) Amendment Act of 2023,” would require the Department of For-Hire Vehicles to prepare and publish an annual ridership report for its microtransit programs, which include the DC SchoolConnect program, the VetsRide Program, and the Non-Emergency Medical Transportation program. DFHV has not regularly shared data demonstrating the efficacy and reach of these programs; the legislation would ensure access to information that can help the Council and the public understand the impact of these programs. As introduced, B25-0620, the “For-Hire-Vehicle Trade Dress Requirement Act of 2023,” would expand requirements for trade dress markings of vehicles operating in a rideshare capacity, such as Uber and Lyft. Specifically, it would require clear signage on the side and rear windows of rideshare vehicles. The goal of the legislation is to make it easier for other drivers and pedestrians to identify rideshare vehicles as such and thereby anticipate the potential for unexpected driving maneuvers by these vehicles. Representatives of organizations will be allowed a maximum of five minutes for oral testimony, and individuals (and any subsequent representatives of the same organizations) will be allowed a maximum of three minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee office of the need as soon as possible but no later than five business days before the proceeding by indicating so when you register as well as by emailing publicworks@dccouncil.gov. We will make every effort to fulfill timely requests. Witnesses will receive instructions on how to participate by Zoom prior to the hearing.
