Nadeau, Chairperson of the Committee on Public Works and Operations, will convene a public hearing to consider B25- 0922, the “Strategic Parking Enforcement Enhancement Act of 2024” and B25-0924, the “Opening Worker-Ownership: A New Economic Resilience Strategy (OWNERS) Amendment Act of 2024.” The hearing will be held in person in the John A. Wilson Building and virtually via the Zoom platform beginning at 9:30am. B25-0922, the “Strategic Parking Enforcement Enhancement Act of 2024,” would establish a reimbursable detail program for parking enforcement officer assignments at the Department of Public Works. This reimbursable detail would be a group of parking enforcement officers assigned to patrol a designated area for the purpose of enforcing parking violation and managing curbside access. B25-0924, the “Opening Worker-Ownership: A New Economic Resilience Strategy (OWNERS) Amendment Act of 2024,” would direct the Department of Licensing and Consumer Protection to survey the District’s business ecosystem and co-create a citywide strategy for helping and incentivizing business owners to sell to their employees – a process called a worker cooperative conversion.. Those who wish to testify must register using the Council’s Hearing Management System at https://lims.dccouncil.gov/hearings by 5:00 p.m. on Monday, December 9, 2024. Representatives of organizations will be allowed a maximum of five minutes for oral testimony, and individuals (and any subsequent representatives of the same organizations) will be allowed a maximum of three minutes. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee office of the need as soon as possible but no later than five business days before the proceeding by emailing publicworks@dccouncil.gov. We will make every effort to fulfill timely requests. Witnesses will receive instructions on how to participate by Zoom or in person prior to the hearing.
