The hearing will be conducted virtually via the Zoom platform from 9:30 a.m. to approximately 5:00 p.m. The stated purpose of B25-0192, the “Green New Deal for a Lead-Free DC Amendment Act of 2023”, is to establish a program operated by DC Water and the Department of Energy and Environment to require the removal of lead service lines from public and private property by January 1, 2030. Among other provisions, the bill provides a tax credit to property owners who voluntarily replace lead service lines on private property through 2025. In addition, the bill establishes a lead service line job training program at the DC Infrastructure Academy to train 50 District residents each cycle and requires union participation in job training program development. The stated purpose of B25-0195, the “Lead-Free DC Omnibus Amendment Act of 2023”, is to require that all lead service lines in the District on both public and private property be replaced with non-lead lines by December 31, 2030. The bill establishes the Lead Service Line Replacement Program to provide lead service line replacements at no cost to the property owners and requires 1 that owners of private property with a lead service line enroll in the Program or replace the lead service line themselves by October 1, 2024. In addition to other provisions, the bill prescribes acceptable methods of testing lead service lines for lead and establishes public education requirements. The bill also requires DC Water to provide water filtration devices and replacement cartridges to all properties with known lead or unknown material service lines until at least 6 months after replacement is completed. The Committees invites the public to provide oral and written testimony. Public witnesses seeking to provide oral testimony at the Committees’ hearing must thoroughly review the following instructions:  Anyone wishing to provide oral testimony must email the Committee on Transportation and the Environment at cote@dccouncil.gov with their name, email address, telephone number, organizational affiliation, and title (if any), by the close of business on Monday, July 3, 2023. Please indicate that you are requesting to testify at this hearing in the subject line of your email.  The Committees will approve witnesses’ registrations based on the total time allotted for public testimony. The Committees will also determine the order of witnesses’ testimony.  Representatives of organizations will be allowed a maximum of five minutes for oral testimony, and individuals (and any subsequent representatives of the same organizations) will be allowed a maximum of three minutes. In order to accommodate additional public witnesses, the Committees may reduce witnesses’ allotted time for testimony but will inform witnesses if it plans to do so.  Witnesses are not permitted to yield their time to, or substitute their testimony for, the testimony of another individual or organization.  If possible, witnesses should submit a copy of their testimony electronically in advance to cote@dccouncil.gov.  Witnesses who anticipate needing language interpretation, including ASL interpretation, are requested to inform the Committee on Transportation and the Environment as soon as possible, but no later than five business days before the hearing. The Committees will make every effort to fulfill timely requests; however, requests received fewer than five business days before the hearing may not be fulfilled and alternatives may be offered. For witnesses who are unable to testify at the hearing, written statements will be made part of the official record.
