Village of Waterford Heritage District Design Committee Minutes March 18, 2015 The meeting was called to order at 4:00 p.m. by Chairman Houston. Attendees: Don Houston, Maureen Vander Sanden, Diane Lemanczyk, Jason Dolphin and Bil Luth. Excused: Cheryl Rogers and Kari Mullikin. Motion made by Luth, seconded by Lemanczyk to approve the October 15, 2014 minutes. Motion carried. Old Business Motion made by Dolphin, seconded by Luth to approve either of the following for the plywood replacement on the Dubis’s building located at 208 E Main Street at the awning level: 1). Metal covering or 2). SP Smart Siding hung vertically and painted dark brown. Motion carried. New Business Motion made by Luth, seconded by Vander Sanden to approve the design plans as shown for 314 E Main Street in the drawing and the color samples submitted. The door will be painted in the blue color; the trim will be painted in white and the siding painted in yellow. The awing will be in the colors of pink and white. Motion carried. Motion made by Vander Sanden, seconded by Dolphin to approve the curb appeal grant of $5,000 and noting that the painting and staining are not covered under the curb appeal grant. Motion carried. Meeting of the Heritage District Design Committee Wednesday, March 18, 2015 4:00 pm The Heritage District Design Committee will meet at 4:00 p.m. on Wednesday, March 18, 2015 in the Village Hall, 123 N. River Street, Waterford, WI. Call to Order Reading of the Minutes – 1. Review and act on October 15, 2014 minutes. Old Business 2. Review and act on revised design for 208 E. Main Street – Dubis Building. Travis, the project manager, will be at the meeting to describe what they found under the metal covering on the front of the building. He is looking for ideas on how to cover the plywood front that will be above the awning level. New Business 3. Review and act on design review for 314 E Main Street – The Pink Peony’s new location. 4. Review and act on curb appeal grant for 314 E Main Street. Kelli will bring the contractor’s quote to the meeting. 5. Don Houston, Chairman Posted: 1 Heritage District Design Committee Minutes (unofficial) October 15, 2014 The meeting was called to order at 4:00 p.m. by Chair Don Houston. Present: Don Houston, Bil Luth, Diane Lemancyzk, Cindy Rogers, and Kari Mullikin. Excused: Jason Dolphin and Maureen Vander Sanden. Also present: Tiffany Obermeyer and Travis Debban. Motion made by Luth, seconded by Lemancyzk to approve the September 17, 2014 minutes. Motion carried. Old Business - None New Business The committee reviewed the design review request for 208 E. Main Street. The applicant would like to remove wood that is falling or cracked, replace damaged wood and install/paint upper cornice, and pressure wash all brick, replace damaged flashing, paint window frames and cornice, remove old aluminum and replace with new framed cloth canopy. The applicant’s representative, Obermeyer, brought color samples of the paint and awning to show the committee. Both color samples were a brown color. Motion made by Mullikin, seconded by Luth to approve the design review as presented. Motion carried. The committee reviewed the request for a Curb Appeal Grant for 208 E Main Street. The total project cost is $9,902.20 (includes $350 to remove cornice if needed). Grant request = $4,951.10. Motion made by Lemanczyk, seconded by Luth to approve the curb appeal grant in the amount of $4,951.10. Motion carried. The applicant requested a project timeline of nine months to complete the work as we begin the winter season and the fact that the contractor for the cornice cannot start work until March or April of 2015. Motion made by Luth, seconded by Lemanczyk to grant an extension of the normal timeline to nine months due to the season the work is commencing in and the fact that the contractor for the cornice cannot start work until March or April of 2015. Dubis, S.C., 208 E. Main Street Staff Review: Submitted ELIGIBILITY 1. The applicant: a) Has submitted a Design Review Application to the Heritage District Design Committee a) YES/NO (HDDC). b) Is the property owner. If no, then applicant has secured the signature of the property b) YES/NO owner on the grant application form. c) YES/NO/ c) Has met with the Building Inspector to discuss the project. d) Is current on their tax and utility payments and Village assessed fees. YES/NO Staff Comments: f) Color samples of awning fabric, flashing color, and paint colors were not provided. * Applicant has requested the grant approval to expire nine months after approval (not six as typically approved by the committee) so work can begin in Spring 2015. CURRENT REQUEST: Total project cost $9,177 (includes $350 to paint cornice if needed). Grant request = $4,588. Staff Recommendation: Staff finds the applicant eligible for a Curb Appeal grant for the above referenced applicant/business/address in an amount not to exceed $4,588. Approval is contingent on satisfying the following contingencies: • If required, approval by the HDDC of the Design Review application presented by the applicant. • All applicable permits for the project must be obtained by the applicant. The Building Inspector will monitor the project and must provide final approval prior to grant reimbursement. • Applicant will provide invoices and/or receipts and final lien waivers to the HDDC to ensure compliance with the original application. • Any unapproved deviations from the original work specified in the application will disqualify the applicant. • Reimbursement can be refused in whole or part if the project is not completed within NINE months from the date of approval. • All taxes, payments, fees owed to the Village must be in good standing prior to reimbursement of grant funds. We will be working to update the website with new information and adding more features to enhance each visitor’s experience. On the home page you will find the latest news and the Village Calendar with information about meetings and events. Visitors will also be able to sign up to receive notifications from the calendar of village meetings, website updates, special notices, etc. Another sign in option is for Alerts in the event of weather related warnings, road closures, flood alerts and the like. On the left side you will also find the “Intranet”. The Intranet pages were created as a secure log in site for committee and board members, as well as employees, to share materials pertinent to them. Each committee is provided access to only their committee meeting packets and committee resources. Village staff will be uploading documents on a regular basis, please make sure you are checking the intranet for new information. Please share your feedback and recommendations with staff as to the type of resources that will help you in your leadership role and decision-making. New Email As you may recall, last year the Board made the decision to replace the TDS email system to Google Apps for Government (Gmail). The decision was two-fold: • It allows for an email address - person@waterfordwi.org which clearly identifies the sender as representing the Village of Waterford. • And more importantly – It provides an archiving feature so the Village is in compliance with state laws regarding public records and record retention. Members of village committees will still use their personal email, but when doing Village business by email they will be required to always include a CC to copy@waterfordwi.org. This address is also an archived account so it will capture Village emails for record retention compliance. 29 Beginning February 10, all Village email correspondence with Trustees must be sent to their Village email accounts.
