Filut called the meeting to order at 5:11 p.m.
Collins moved and Pollnow seconded to approve the September 30, 2013 meeting minutes. Motion carried.
The Committee discussed the possibility of excluding Short Term Disability (STD), life and Accidental Death and
Dismemberment (ADD) from the Central States health insurance coverage. Currently the Village has two providers for
the three items: Central States and Principal. Employees who opt out of receiving health insurance coverage receive the
STD, life and ADD benefits through Principal only. Employees that elect to participate in the health insurance plan
receive the coverage through Central States and Principal. Eliminating the coverage from Central States would decrease
the annual premium by $488. Roanhouse moved and Collins seconded to have the Administrator request quotes from
R&R insurance and Northwestern Mutual for the equivalent coverage provided by Central States at the same amount
provided to employees who opt out of the Village’s health insurance plan, essentially $35,000 in life and ADD and $450
per week in STD. The Administrator is also to inquire as to whether Central States coverage provides long term
disability coverage. Motion carried. The Administrator noted that contracts with Central States have not yet been
signed. The Committee agreed to wait until further reviewing the STD, life and ADD coverage.
The Committee discussed the Fire Chief compensation clarification requested. When wage direction was provided by
Springsted in the attached memo dated September 4, 2012 and was approved by the Board, there was no discussion of
the $7.25/hr. for attendance at weekly department meetings and public relations events for the department. The part
time Fire Chief position is to receive a salary of $20,800 in addition to the paid on call rate (based upon their
qualifications $8 - $10/hr. for attendance at fire and rescue calls outside of the minimum of 20 hours of administrative
salary, per the memo. The following language was developed for purposes of clarifying compensation as it relates to
weekly department meeting, trainings and public relations events,
“The Fire Chief is a part time, exempt paid position for the Village of Waterford as identified in the Springsted
memo dated September 4, 2012. The position earns a salary of $20,800 serving a minimum of 20 hours per week
with the addition of receiving Paid on Call wages for calls attended, weekly department meetings with the
membership only (currently scheduled on Tuesday evenings) , department trainings and public relations. To fulfill
the duties of the position, the Chief for the department will need to meet with other members of the staff team
during regular business hours between 8 a.m. and 5 p.m. This position is expected to meet with various Village
personnel, the Fire and Police Commission, various committees, boards and local organizations.
Roanhouse moved and Pollnow seconded to recommend the language as presented. Motion carried.
Due to insufficient time, the item of personnel reviews would be reviewed at an upcoming meeting.
Collins moved and Pollnow seconded to adjourn at 6:01 p.m. Motion carried.
