Personnel Committee Meeting Minutes May 19, 2014 – 5:00 p.m. Present: Filut, Vaccaro and Allen. Absent: Laib and Pollnow. Filut called the meeting to order at 5:07 p.m. Vaccaro and Allen moved to table the minutes from April 21, 2014 until the next meeting, as two of the three individuals present were not on the Committee and able to approve the minutes. At the last Personnel Committee meeting, the Committee requested the social media policy be taken to review by the staff for comments. After further review of the Village communication strategies, staff will be working on a Village wide communication plan, one piece of which will focus on the items identified in the policy reviewed. When a draft of the communications plan is completed, the Personnel Committee will be requested to review the plan. The communications plan and individual policy will then be provided to the staff for review. Ewald provided an update regarding the Teamsters Local No. 43 recertification, but has not returned communication for setting an a negotiation meeting for the 2014-2015 contract. The current contract expires June 30, 2014. The Committee reviewed the municipal judge’s compensation relative to population and caseload. It was noted by the Committee that the salary was comparable to other jurisdictions and caseloads. Vaccaro moved and Allen seconded to make no changes to the judge’s current salary. Pollnow entered the meeting. Discussion continued. The Committee requested staff to provide additional information on the time the judge spends working in court and outside of regular court hours on a monthly basis for the Town of East Troy, Town of Geneva, Village of Bellevue, and Verona in comparison to the Village of Waterford. Vaccaro moved to rescind the motion and Allen seconded. Motion carried. Pollnow moved and Vaccaro motioned to table the item until the information was gathered and provided to the Committee. The Committee discussed the services and provider options for an Employee Assistance Program (EAP). The Committee reviewed four providers and narrowed their discussion to Aurora because their proposal includes on-site visits for program orientations training programs. Staff was requested to provide additional information on the following: total CRISIS response services included in the annual fee, particularly on-site counseling, confirm contracts are annual from date of signing, inquire as to how many orientations may occur in daytime/evening hours on an annual basis due to the variety of staff schedules. Pollnow moved and Vaccaro seconded to table and gather additional information from Aurora for review at the next meeting. Motion carried. Chief Mueller was present to discuss the current status of delivering fire and rescue services. The Chief has spoken with the both Chiefs from the Tichigan Fire Company and Rochester Fire Company regarding the possibility of each department providing one shift of rescue coverage, which collectively would provide 24 hour-a-day coverage to our communities. The additional aspect of providing 24 hour coverage allows the Village the availability to apply for paramedic coverage in the future. The current village population is not large to provide paramedic coverage, so we would need to look at providing sleeping quarter accommodations for personnel who live outside our community. The Village Board recently authorized the hiring of an architect to provide cost estimates for several options for modifications to the station. The Chief has continued discussion with Gateway Technical College for the Candidate Physical Ability Test (CPAT) facility. Just recently the conversation has expanded to also include possible indoor training facility, equipment leases and sleeping quarters. Pollnow moved and Vaccaro seconded to adjourn into closed session for the purpose of considering discipline of a village employees pursuant to 19.85(1)(b), considering performance evaluation data of a village employees pursuant to 19.85(1)(c), and considering disciplinary data of specific persons and preliminary consideration of specific personnel problems pursuant to 19.85(1)(f) by roll call vote: Allen – aye Filut – aye Pollnow – aye Vaccaro – aye The meeting adjourned into closed session at 6:36 p.m. The Committee discussed discipline and performance evaluation data of village employees.
