Personnel Committee Meeting Minutes July 15, 2014 – 5:00 p.m. Present: Filut, Pollnow, Vaccaro and Allen. Absent: Laib Filut called the meeting to order at 5:30 p.m. Pollnow moved and Vaccaro seconded to approve the May 19, 2014 meeting minutes. Motion carried. The Committee reviewed comparison data for the municipal judge salary. Pollnow moved and Allen seconded to recommend an increase the judge’s salary from $7,275 to $8,500 beginning in 2015. Motion carried. The Committee reviewed the Aurora Employee Assistance Program (EAP) benefits and costs. Pollnow moved and Vaccaro seconded to recommend the Aurora EAP program. Motion carried. The Committee reviewed revising the personnel policy to include the care of parents as defined by FMLA and domestic partner in the definition. Pollnow moved and Allen seconded to revise the policy to include these items. Motion carried. An update was provided on an EEOC dismissal. An update was provided on the renewal rates from Principal for life, AD&D and STD. The total insurance impact is approximately $95 for all employees receiving this coverage in the 2015 year. An update was provided on resignation of the Assistant Chief – EMS. The Chief reviewed a proposal for filling the vacancy of the Assistant Chief – EMS position. The Chief is recommending filling this vacancy with three regular part time, Acting Lieutenant employees scheduled to work an average of 29 hours per week. Compensation for each position is proposed hourly based upon a base rate of $12 plus qualifications. Two changes are required to accommodate this recommendation, modifying the definition of regular full time employee and amendment of the lieutenant job description. The job description was not available for review at this time; however, it would be included for review at the Board meeting. Pollnow moved and Allen seconded to recommend approval of the Chief’s recommendation for three regular part time, Acting Lieutenant employees working 29 hours per week. Motion carried. The Committee reviewed a change in the definition of a regular part time employee. Pollnow moved and Vaccaro seconded to amend the definition of a regular part time employee to work not less than 1300 hours or more than 1508 hours per year. Motion carried. The Committee reviewed changes to the fire and rescue stipends and hourly pay: Proposed Revised Hourly Compensation - the Chief is recommending the Village eliminate two separate pay structures for paid on premise and paid on call members and have one category for hourly wages. All members would be compensated based upon qualifications, with the exception of the $7.25/hr. for time spent in meetings, trainings and public relations and fundraising activities, with a range of $10 - $17.50 per hour (with the exception of two Village Designated fire inspectors that could earn up to $19.50 if they meet all of the requirements and fire tactic requirements below) follows: Member base rate $10/hr. Rescue Lieutenant base rate $12/hr. Add the following based upon qualifications: FFI $0.50 FF2 $0.50 MPO $0.50 Aerial $0.50 EMT $0.50 AEMT $1.00 Paramedic $2.00 Fire Inspector $0.50 Fire Inspector – Village Designated $2.00 Bachelor Degree $0.50 Associate Degree $0.50 Fire Instructor I $0.50 Fire Instructor II $0.50 Fire Tactic – Investigation $0.50 Fire Tactic – Outside Fire Attack $0.50 Fire Tactic – Transitional PPA $0.50 Fire Tactic – Transitional PPA A&B $0.50 Proposed Revised Night Stipend - to ensure that people are available to respond to rescue calls the Chief has implemented a duty crew schedule which entails scheduling members to be available to respond to calls from 6 a.m. – 6 p.m. and 6 p.m. – 6 a.m. With the new duty crews, he is recommending the Village modify the night coverage stipend to run from 6 p.m. – 6 a.m. and compensate the member $25 per night duty crew shift plus the hourly rate propose above. Individuals would have the option to respond from their homes if in the area or sleep at the station. Allowing members to sleep at the station enlarges the pool of members to include those outside of the area to fill the night duty crew. Proposed Addition of 1 Additional Saturday Daytime Duty Crew member – currently Saturday’s are staffed with only one member at the fire station paid hourly based upon qualifications. The Chief is requesting a second member be scheduled for daytime coverage on Saturdays to respond to rescue calls. This would be an estimated increase of $126 - $204 ($10.50 - $17.00/hr.) based upon qualifications of the individuals filling the shift. Proposed Implementation of Hourly Rate for Supervisory Rate During the EMS Transition – during the transition of the Assistant Chief – EMS, the Fire Chief received approval from the Fire and Police Commission to hire Michelle Bourget. She works full time as a paramedic instructor and coordinator of the Waukesha Technical College AEMT/Paramedic Program. Michelle has been reviewing the rescue department’s current facilities, documentation and providing the Chief with items that must be addressed and also assisting to address the issues. She is working for us during the regular daytime hours typically Monday thru Friday until the beginning of August when her school season begins. Under the current paid on premise structure, she would be paid $14.50 per hour. Because she is supervising all of the daytimes paid on call staff and paid on premise staff, assisting the Chief with department organizational issues she is receiving $16/hr. While this was not previously approved, as the resignation agreement was not anticipated, the Chief is seeking approval of this wage at this time and seeking to pay her $17/hr. under the proposed revised structure. The rescue changes proposed would require an additional $24,203 in 2014 and an additional $48,406 in 2015. Pollnow moved and Vacarro seconded to recommend approval the recommendations and require the Village to begin educating the public and telling the story of our department. Motion carried. Pollnow moved and Allen seconded to adjourn into closed session pursuant to Wis. Stat. 19.85(1)(c) to review wages and compensation of Village employees and for the purpose of considering Teamsters No. 43 union proposal in accordance with Wisconsin Statute s. 19.82(1), 19.85 (1)(e) and 19.86. by roll call vote at 7:01 p.m.: Allen – aye Filut – aye Pollnow – aye Vacarro – aye The Committee discussed wages and compensation of Village employees and the Teamster No. 43 union proposal. Vacarro moved and Pollnow seconded to go into open session at 8:09 a.m. Motion carried. Pollnow moved and Vacarro seconded to recommend a six month contract with Teamsters from July 1 – December 31, 2014 and offer a 0.5%. Motion carried. Filut moved and Allen seconded to recommend an increase of 1.4% to Village employees in 2015, including the equipment and water operators and fire chief, with the exception of all other fire and rescue employees, the liaison officer, and wages associated with the former Assistant Chief – EMS position.
