Meeting Minutes - Official
June 20, 2016 – 6:00 p.m.
Present: Bell, Filut, Pollnow, Vaccaro and Allen
Also present: Rebecca Ewald and Rick Mueller
Filut called the meeting to order at 6:00 p.m.
Pollnow moved and Allen seconded to approve the April 18, 2016 minutes. Motion carried.
Pollnow moved and Bell seconded to recommend approval of the flexible benefit plan restatement. Motion carried.
Bell moved and Allen seconded to recommend approval of amendments to the Standard Operating Guidelines (SOG’s) ,
specifically Health Information Portability Accounting Act (HIPAA) requirements. Motion carried.
The Fire & Rescue Department currently staffs 5 daytime personnel from 6 a.m. – 6 p.m.
- 2 are Paid on Premise and receive their hourly rate based upon qualifications
- 2 work the Stand-by 12-hour Shift and receive $7.50 per hour
- 1 is paid a daytime stipend of $25 per shift and receives Paid on Call compensation if they respond to an
emergency call during their shift.
In the evening hours five positions are scheduled from 6 p.m. – 6 a.m. and each individual receives a $25 night stipend.
If responding to a call during their shift, they receive Paid on Call compensation for the duration of the call.
The department is proposing to pay three individuals the $25 a night stipend and utilize the balance of the funds to
increase the hourly pay for the third Paid on Premise employee (typically drivers or officers) from 6 a.m. – 6 p.m. a wage
based upon their qualifications, typically $11-$12 per hour. The department is seeking to enhance the benefits for
recruiting additional driver/officers during the daytime hours, a need for the department. Pollnow moved and Vaccaro
seconded to approve the reallocation of 2016 budgeted wages to reallocate 2 night time stipends to increase the hourly
wage for the driver/officer daytime position to be paid based upon qualifications from 6 a.m. to 6 p.m. Motion carried.
The Committee reviewed the requested draft donation leave policy. Bell moved and Pollnow seconded to request staff
to 1) review 3A and include that the leave may be used for the employee or qualifying family member under FMLA, and
2) include other hardship situations that do not need to qualify for FMLA within the policy. Motion carried.
The Committee reviewed the Department of Labor rule approved on May 18, 2016. Employers are required to
implement the new regulation beginning December 1, 2016.
Pollnow moved and Vaccaro seconded to adjourn into closed session pursuant to Wis. Stat. 19.85(1) to review wages
and compensation for a specific employee based upon the impacts of Department of Labor overtime regulations.
Motion carried by roll call vote and then adjourned into closed session at 7:06 p.m.:

Filut moved and Bell seconded to reconvene into open session at 7:52 p.m. Motion carried.
Vaccaro moved and Bell seconded that the matter of administering the Department of Labor changes be decided upon
by the Village Board. Motion carried.
Pollnow moved and Vaccaro seconded to adjourn. Motion carried. Meeting adjourned at 7:55 p.m.
