Village of Waterford
July 15, 2013 – 4:00 p.m.
Present: Members Czuta, Houston, Koeller, and Scheele
Also Present: Kenny Cammilleri, Jeff Dolezal, Rachel Ladewig, Heather Lawer, Mary Paetsch, Elizabeth Theirbah,
and Mary Windler.
Excused: Chairman Denman
Deputy Clerk/Treasurer Ladewig called the meeting to order at 4:00 p.m.
Motion made by Czuta, seconded by Houston to appoint Scheele as Chair for the meeting. Motion passed 4-0.
Motion made my Houston, seconded by Czuta to move up Special Events on the agenda. Motion passed 4-0.
Motion made by Czuta, seconded by Koeller to approve the Special Event Permit for NAMI (National Alliance on
Mental Illness) September 8th 2013. There will be music inside. Motion passed 4-0.
Motion made by Houston, seconded by Czuta to approve the Special Event Permit for Rivers Edge Art Walk
October 11th 2013. This year there will be a trolley that will run down East Main Street to accommodate patrons.
Two parking stalls on each side of East Main Street will be designated “Temporary No Parking” for the trolley to
load and unload passengers safely. Motion passed 4-0.
Motion made by Czuta, seconded by Houston to approve the Ernie Cach Concert in the Park August 24th 2013.
Motion passed 4-0.
Motion made by Houston, seconded by Czuta to approve the June 17, 2013 minutes. Motion passed 4-0.
Motion made by Houston, seconded by Czuta to table the impact fees discussion for the August 19th meeting. The
most time sensitive impact fees have been spent getting us through to September 2013. Motion passed 4-0.
Discussion was held regarding the Village of Waterford Comprehensive Parks and Open Space Plan. Intern
Cammilleri will make corrections to the draft as discussed and pass it onto Jim Richie at the DNR then onto the
Plan Commission. Director Dolezal suggested that the Waterford Master Plan Map be updated so we can move
forward on a final layout. The pedestrian bridge and Optional Footbridge should be deleted for cost reasons.
Motion made by Czuta, seconded by Houston to make corrections to the Village of Waterford Comprehensive
Parks and Open Space Plan. Motion passed 4-0.
Discussion was held regarding changing the Public Works and Utilities Committee monthly meeting time to a later
start per Steve Denman’s request. Start time will remain at 4 p.m. If Chairman Denman officially steps down, the
Board will have to assign a new member. No motion is necessary to keep the same time.
Discussion was held on 2013 Wisconsin Act 25 to keep customer information private. This could affect how the
deferred payment plans are handled. If they go in front of the committee they become part of public record
which could violate Act 25.
Director Dolezal gave his report. After a third quote is obtained for aggregate concrete the project is ready to
move forward sometime in August. He is having difficulty getting the materials for the landscaping project at
Village Hall Park, but once he secures the materials, he can move forward. Rural Water has been able to identify
two substantial leaks located at Main Street and on a private residence in the Rivermoor subdivision. Main Street
leak is scheduled to be fixed next week and discussion with the private residence still needs to take place. Water
loss has decreased from 25% last year to 20% this year. We want to be at 15%.
Discussion was held on connecting the Trailside Elementary trail to the We Energies Right-of-Way. Houston
confirmed there is a school meeting this week to investigate the possibilities.
Motion made by Czuta, seconded by Koeller to adjourn the meeting. Motion passed 4-0.
Meeting adjourned at 5:25 p.m.
