The Public Works & Utilities Committee will meet on Monday, November 20, 2017 in the Seidel Building at Whitford Park,
625 N. River ST, Waterford, WI.
Members Present: Koeller, Baker, Goldammer, Houston and Nash.
Also Present: Jim Bergles, Doug Snyder and Angie Sterling

Approval of Minutes: Review and act on October 16, 2017 meeting minutes. Minutes approved. Houston motioned,
Baker seconded.
Unfinished Business
Motion made to move Item #3 up to #1 to do a walk- thru of the park as a committee. Houston motioned, Nash
seconded. All in favor.
Whitford Park Playground update, measurements and plans and parking needs. Doug from Baxter & Woodman will put
together a concept plan of design and layout of ideas which will include an asphalt walk, possible location for a new
concession stand and a ¼ turn rotation of the baseball diamond. Parking would be approximately 40 asphalt paved
spaces as it lays now. Discussion of space for the new playground would be an estimated 100’x100’. Conversations did
include the flood plain elevations and proper grade guidelines.
SCADA update- purchase of software and equipment is complete. It is up and running with one final test that is needed
to make sure we are in compliance with DNR reporting. After confirmation of reporting, the old system will be
disconnected.
Giant chairs, they are still in place at this time, they will be moved to the High School around the last week in November.
Impact fees- No updates at this time.
Geese feeding enforcement – a camera was placed to aid in documenting the feeding. Grape juice was discontinued at
this time for the season and conversation of the addition for a string grid to be added. Motion was made to enforce the
ordinance of no feeding. Nash motioned, Baker seconded. All in favor.
Village Board approved the John’s Disposal special pick-up day at the DPW Office. Tentatively Sat. April 7th, with a second
date to be determined later in the spring.
Island clean up- Tree removal quotes and brush burning has been approved and work should start around the first week
of December.
New Business
Racine St. Parking Complaints- Parking signs & enforcement. There will no change to the current ordinance. This will stay
status quo, no recommendation to the Village Board. Goldammer motioned, Nash seconded.
Ice Skating Rink: Help with maintaining it, possibly the H.S. Honor Society, in which they can raise additional money by
selling hot chocolate & coffee. DPW will have a port-a-potty placed there. It will be approximately $675.00 for this
project. Plans are to have it split for hockey and regular skating. Possible concessions to be sold out of the Seidel side
window. Bergles will check into the cost of banners and signage. We may be able to provide the high school with fliers to
promote the rink. Project is not to exceed the cost of $875.00. Houston motioned, Goldammer seconed. All in favor.
Holiday Lights up prior to Christmas in the Village in future years. No change, will stay as is. Decorations will go up the
week prior to the Winter Wonderland Village parade.
Director’s Report- possible leaf pick-up was brought up for discussion.

Public Appearances & Permits
Recommendation on Special Event Permit – Winter Wonderland Parade. Bryant noted that the parade route had
been modified as recommended by Bergles to utilized DOT-approved route used for annual 4th of July parade. Staging
will take place on 5th St., with parade stepping off at 5th and Milwaukee St. Houston moved; Baker seconded. Motion
carried.
Approval of Minutes
Review and act on September 18, 2017 meeting minutes. Baker moved, Goldammer seconded to approve minutes with
two corrections – use Flight Control Plus approved rather than grape juice repellent which was eventually used; and
addition of photos in revised yard waste and brush collection language. Baker motioned Goldammer 2nd. Motion carried.
Unfinished Business
Committee discussed completion of sidewalk at the rain garden. Bergles sought three vendors to provide quotes
and as of meeting only had one response. Wanasek reviewed the site and noted that a railing would be required
and will include that in their quote. Bergles will check records to match product used in earlier canoe/kayak
launch project. This item was tabled until the next meeting when three quotes can be provided.
Discussion was also held regarding impact fees. Information provided in packet appeared to be missing data and
it is believed that the amount of impact fee money may be larger than shown. Cannot move forward when
complete information is not available to determine moneys available, when it needs to be spent. Houston will
check into it.
Review of recycling survey that was included in utility bills. Over 460 responded to the paper survey, almost 2 ½
times time number responded to the online survey monkey. The results were more than 2:1 opposed to weekly
recycling pickup. Houston motioned to not move forward with Johns proposal, second by Baker. Motioned
carried. Bergles will inform Johns of survey results and committee’s decision.
Patrick Goldammer, president of Waterford High School National Honor Society provided an update to the
committee on the all-abilities playground fundraising efforts. The society has new leadership and is getting up to
speed on the project. He asked the committee for suggestions on fundraising and grants which were provided. He
said that they are just over halfway to their $60,000 goal, having raised $31,000. Bergles shared the steps DPW
has taken to prepare the site and that it is all cleared and down to just the blacktop which can be easily and
quickly removed when the project is ready. Koeller asked Patrick to provide dimensions of the proposed
structures, and whether they could be modular and separated into units to help the committee with planning for
the park. She also invited him to come whenever he’d like to provide update and shared the committee’s regular
meeting time.
The committee had information on the SKADA upgrade from B&B Consulting and were to see Bergles with any
questions. He feels it should be in place by January 2018.

Bergles gave an update on geese management. The committee and board approved use of Flight Control Plus on
Village Hall and Safety Building parks. In discussions with Pendleton Turf, Bergles learned of success with
unflavored grape Kool-Aid. He purchased it and applied a half Village Hall Park and observed the geese moving to
the area that had not received treatment. He then applied spray to both parks for cost of about $25. It appears to
have been a success, but with recent rain will need to be reapplied.
Discussion on bulk pick up site was held and Bergles suggested that the recommendation be updated to provide
pickup at DPW garage inside the fence for three hours on Saturday prior to the annual Clean Sweep. This way,
residents who bring unacceptable items can be advised to hold on to it for a week and bring to the Clean Sweep.
Baker motioned, Goldammer seconded to make the recommendation. Motion carried.
New Business
The committee reviewed floodplain map of Whitford Park for future planning and determined several changes:
All abilities playground to be in the gravel area near river; rotate Diamond #2 clockwise ¼ turn; small concession
stand/gazebo at Field 2 at 1st base outside of flood plain (covered in flood plain); parking area between Ray
Seidel building and all abilities playground; Seidel doors to open to the west; freezer to be placed next to Seidel
on east side. Whitford Park review will be added to next month’s agenda.
Director’s Report
Hydrant flushing is moving quickly and removing iron. Valves for upgrade to iron plant are delayed because of
Hurricane Harvey. They are coming from Houston.
Plans to keep the squad car. It is working well and will just drive it till it drops, but Chief Johnson said the police
plate must be removed.
DNR issue regarding disinfection byproduct testing. Samples were taken from normal location, but letter received
after sent in stated that it is not complete because samples need to be taken from another site.
Plans to burn brush on island. Awaiting word from T&T to remove dead fall from other side of island, but
company has been very busy with removal of dead ash from several municipalities. New employee is working
very well.

Minutes.

Pursuant to the sections of the Code of the Village of Waterford indicated, and the taking of the
appropriate action by the Village Board, the following streets are designated as through or

SCADA:
The purchase request form has been completed. The equipment should be in by the end of December
and installation of the system should in January.
Leaf Pickup:
The Village of Waterford will need to address leaf pickup in the near future. As you can see, the Village
has a lot of leaves and the volume will not be going down as more trees are planted and the ones we
have now grow bigger. Items to consider will be the equipment and time needed to perform leaf pickup.
Our dumpster cost will go up unless we have a place to store them. Once we start leaf pickup, the
Village can ban burning of leaves.
Chairs:
The Large lawn chairs will be moved to the High School this week. The chairs will be painted and then
moved back to the river.
Parking at Whitford:
I will be contacting the Lions Club to find out an estimation of required parking needed. DPW hopes to
be able to use the existing asphalt that was under the playground sand. The existing lot may have to be
expanded if the parking lot needs to be bigger.

STH 20/83 Utility Relocations -- Project No. 120491.40
Status:
• We are currently finalizing the design.
• Bidding: January of 2018.
• Construction Start: April of 2018
• Completion: November of 2018.
• Remaining Project Cost Summary:
Water System: $2.2M
Sanitary Sewer System: $2.0M
Other Items:
• WisDOT is requiring replacement of all sanitary laterals to the right-of-way line on West
Main Street and First Street. This will also occur on E. Main Street.
• Shared Laterals: Only with proper easement documentation.
• The Village will pay the cost of the additional sanitary lateral lengths for the five property
owners on the south side of W. Main Street, between River Street and Jefferson Street.
• Vacant Properties and Existing Buildings: The Village will verify sanitary sewer and water
services.
• Properties at the River Crossing: Lippman needs to reconnect to the sanitary in S. River
Street and the Nash water lateral must come from S. River Street.
• Staff will likely make a connection between the 16-inch and 6-inch water mains north of
the Village Hall; this will eliminate a dead end during the construction of the Main Street
Utilities Project.
• There are 4 property owners that will have 2-inch water services; these property owners
should be notified about the additional cost and reminded of the 10-year moratorium on
street pavement excavation.
South Milwaukee Street Reconstruction- Elizabeth to Main Street
• We have reviewed the RA Smith plan set and provided comments to the Village.
• The estimated remaining project cost (RA Smith) is $95,000.
• This is planned for 2019 construction with a portion funded by the LRIP program.
CMOM Assistance - Project No. 170188.30
• We will assist the public works staff with this WDNR required document.
• The staff has the document for review.
Water Treatment Plant Study - Project No. 140052.30
• We completed the study in January of 2017; at that time, Director Dolezal was completing
his employment; he reviewed the report and suggested a few changes.
• We will finalize the report based on the recommended changes and are available to present
it to the committee or board in December. The report recommends approximately $4.5M
of improvements before year 2021.

Needs Assessment for Water Impact Fee - Project No. 170860.30
• The attorney recommended that the projects listed in the needs assessment reflect the
recommended improvements from the Water Treatment Plant Study.
• We are currently preparing this study.
Well 4 Pump Repair - Project No. 171039.30
• We plan to assist the operation staff with the removal and repair or replacement of the well
pump, similar to Well 5, approximately a year ago.
• A work order is at the Village for consideration.
