Public Works & Utilities Committee For additional information, visit www.waterfordwi.org February 19, 2018 Official Meeting Minutes Members Present: Karen Koeller, Robert Nash, Mike Baker, Don Houston, Vesta Goldammer Additional attendees: Jim Bergles, Barbara Messick, Mark Kolczaski, Zeke Jackson, Fred Koeller, Meeting was called to order at 4:00 pm Reading and Approval of Minutes for 12/18/18. Nash motioned to approve; second by Baker. Motion carried. New Business Houston moved to recommend Board approval of Special Event Permit-St Thomas Country Fair (8/5/17); second by Nash. Motion carried. Committee reviewed Main Street Utilities Bid Opening and Engineer’s recommendation to award contract to Dorne, Inc. Report on dispute over snow removal of sidewalk in River Ridge Subdivision. Homeowners association and developer believed that neither was responsible. Dispute resolved prior to meeting and developer is removing snow. No committee action needed. Motion made by Baker to approve Waterford Chamber request for temporary no parking March 3rd for Spring Expo. Second by Goldammer. Motion carried. Committee was informed that the 24 hour no parking signs have been installed in park areas (10 Club and 2nd ST). Police have been issuing tickets to violators. Discussion was held regarding other violations such as heavy truck parking in Elizabeth Street parking (10 Club) and adjacent resident parking in ingress/egress to property. Discussion on enforcement. Nash knows resident and will inform that enforcement will begin. Village large item drop off has been rescheduled for Saturday, April 14 to avoid conflict with Yard Waste drop off on the 21st. List of accepted and non-acceptable items provided. DPW and Johns reserve right to refuse some items. This is for residential only, one load per resident. Further discussion on tube TVs left at curbs. Not picked up by Johns. Bergles asked for guidance on handling – ticket for littering? Since TVs are on list for Clean Sweep, coming up on April 28, suggested leaving Clean Sweep flyer in doors to encourage them to dispose of them there. Report of the Public Works Director Mike Borchardt, baseball league, and Jason Dolphin have both expressed interest in working on park issues and planning. Happy with snowplowing, 2 major storms 130 hours over two weeks, including 4 part-time help. New pick-up. Although Illinois dealer provided best bid, Houston visited Lynch and asked for a match as Village would like to support local business and Lynch met the price and truck has been ordered. Ice rink is closed for season. It was well-used, lots of interest. Larger rink needed. A few issues with lighting if PD didn’t turn off at 10 pm, residents in area unhappy. Nash also offered to build a larger rink next year. Discussion on placing rink on school grounds between Evergreen and Fox River and arranging for instruction through rec department to facilitate use of school grounds. Street lights have been repaired on Main St E.; investigating source of lights out on St. Thomas. Bergles also reviewed Engineer’s report. Meeting with Vito Colano regarding commercial water and sewer connection on his 1st St. property. Jackson noted that there are a lot of developers looking at property we don’t have. Jackson addressed earlier challenges of joint meeting notification and delivering packets. Noted that room layout should engage all committee members and may be better to move larger joint meetings to Library’s community room to better facilitate discussion. Future joint meetings, at minimum, will involve reviewing draft plan documents and review and approval of final Vision Waterford 2018. Goldammer provided an update of the Waterford HS National Honor Society Play it Forward project to raise funds for the all-inclusive playground. They had a fundraiser last Friday, raising $3500 and the new overall total is $42,000. Donations can be made at Associated Bank to the Waterford Union High School NHS Play oit Forward campaign. Questions were raised regarding Impact Fees and what is available, when available to use and when funds must be used. Messick or Bergles will check with Treasurer and report back to committee. Motion to adjourn by Goldammer, second by Baker. Motion carried. Review and provide recommendation of Special Event Permit-St Thomas Country Fair (8/5/17).  The Committee is requested to provide recommendation to Village Board on the special event permit. 3. Main Street Bid Openings/Engineers Report  This is informational only. No action required. 4. Snow removal in River Ridge Subdivision. a. The common sidewalk isn’t being shoveled. The subdivision association & the developer feel it’s not their responsibility to take care of it. Will DPW take care of and invoice the Developer.  Action requested by Committee only for recommendation to DPW. 5. Waterford Chamber requested for temporary no parking March 3rd for Home Show.  The Committee is requested to provide recommendation to Village Board on no parking approval. 6. Follow-up discussion on timeframe, items, amount that can be dropped off and signage for John’s Disposal large garbage pickup day on April 21st. River Street Waterford, WI 53185 Subject: Village of Waterford – Main Street / 1st Street Utility Improvements Dear Mr. Jackson: The bids listed below were received for the Main Street / 1st Street Utility Improvements Project on February 14, 2018. Bidder Bid Amount Dorner, Inc. Luxemburg, WI $3,790,871.45 Globe Contractors, Inc. Pewaukee, WI $4,389.444.00 The Wanasek Corp. Burlington, WI $4,422,249.00 Super Excavators, Inc. Menomonee Falls, WI $6,656,125.00 The pre-bid opinion of probable construction cost for this project was $3.8M. We have analyzed each of the bids and find Dorner, Inc. to be the lowest responsive Bidder. Dorner, Inc. and Baxter & Woodman, Inc. have not worked together on any recent projects so we do not have first-hand experience with their work. Dorner, Inc. submitted a Qualification Statement, which lists their past experience on similar projects. A copy of the contractor’s Qualification Statement is attached. We contacted individuals from other municipalities familiar with Dorner, Inc. and received favorable reports. Project supervision was reported to be good, cooperation excellent, and all bills promptly paid. We also checked with their bonding company and received a favorable report. No problems were noted in their reference check and the bonding company has had no issues with payments to subcontractors or suppliers by Dorner, Inc. Based upon our investigation of the experience, records, resources, and reputation of this Bidder, we believe that Dorner, Inc. is qualified to complete the Project. We recommend the award of the Contract to Dorner, Inc. in the amount of $3,790,871.45. 6 The breakdown of the bid from Dorner, Inc. by funding category is as follows:  Sanitary Sewer System: $2,063,554.45 (54%)  Water System: $1,638,757.00 (43%)  Public Works: $88,560 (3%) Enclosed are the bids received and a detailed bid tabulation. The average operator worked 130 hours for the two week event. With monitoring the late night storms and plowing, the director averaged 150 hours. During the storms, DPW also brought in 4 part time employees to help. New Pickup Truck: The finance committee approved the pickup truck purchase. This was providing Lynch Truck provided a second chance to meet the price from Raymond Chevrolet. After reviewing the contract, Lynch made adjustments and did meet the price. The truck is ordered and will be coming from Lynch Chevrolet. Expected delivery is 6 to 8 weeks. Ice Rink: The ice rink is closed for the season. We did not have a counter for how many people used it, but we did see marks on the ice almost every Monday from the weekend. The cold weather slowed down rink use but the warm brought people back. DPW would like to continue with the rink in 2019 but move it to different area. The biggest complaints were the lights shining at River View Road and that the lights were not on enough for the skaters. Main St Utility Project: On February 14, the project bids were opened. Dorner Compa- ny was the low bidder at $3,790.871.45. The high bidder was Super Excavators at $6,656,125.00. April 26, 2018 is the projected start date. Street Lights: DPW worked with Outdoor Lighting and found the break on Main St. It has been repaired and all Main St lights are working. DPW now needs to find the fault on South First St. by the St Thomas Church. This is scheduled for next week. Sidewalks: The sidewalks at Fire Station One, need to be extended at each driveway in- tersection and by the walkway coming out of the firehouse to 2nd St. by not having the corners filled in, the plow truck caused major damage to the sod. It will be best to add and 2 yards of concrete and fill in the damaged areas so it does not happen at the end of 2018 and future dates.
