Chair Karen Koeller called the meeting to order at 4:05 pm.
Roll Call: Karen Koeller, Bob Nash, Mike Baker, Don Houston, Vesta Goldammer
Also present: Barb Messick, Colleen Schauer, Jim Bergles, Jody Beer, Zeke Jackson, Fred
Koeller
April 16, 2018 Minutes motion to approve by Houston; second by Goldammer. Motion carried.
Review of special events permit request for Fox River Christian Church: services in the park
with a band on stage. Have done it for a few years with no problems. Nash motioned to
recommend approval of the board, second by Baker. Questions regarding insurance
requirements as insurer said it was not needed for non-commercial. Then it should be NA. If
non-commercial event, should it just be a staff level process rather than coming to this
committee or board action. Other municipalities handle event and park permitting in this way.
Add checkmark for commercial – non-profit, etc. Motion carried.
Country Club Villas HOA request for no parking on Augusta during Balloonfest: Beer spoke
about last year’s practice of temporary no parking signs on one side and it allowed residents in
that area to get in and out easily. Houston move to post no parking on the inside of Augusta
during Balloonfest. Second by Goldammer. Discussion of adding no balloonfest parking
signage. Houston amended motion to be on the outside. Goldammer amended her second.
Motion carried.
Crosswalk maintenance agreement: New crosswalks at Rivermoor. After a year, we own the
maintenance of them. Use epoxy, which is required for the concrete road base. Ask DOT to
prepare surface so DPW can maintain.
Village Hall sidewalk work order: requires ADA handrails because of grade requires long
terraced steps. Cost of design is high, and building it is high. Goldammer motioned to reject it;
Houston seconded. Motion carried.
Well #6 demand for water is growing so there is a need to drill another deep well #6. And can be
done on existing well site from a different aquifer. Will also have to enlarge the building for the
processing.
Work order for Whitford Park layout design Zeke talked with Jim to send it to a company
specializing in park design. Koeller asks that covered patio concession area be included. He’s
asking that the committee kick to a new designer. Question about Play t Forward project. And
timing with park design. Should include preplanning workshop at the Seidel building with NHS.
Goldammer will communicate with students about ordering and when their planned installation
date. Nash motion to approve B&W concept plan and establish a June pre-planning date.
Second by Houston. Set meeting for June 18. 4 pm at Seidel meeting. Motion carried.
Work order for Master Plan utilities and streets: Village plan is outdated and needs to be
updated for development. Current rains demonstrate deficiencies of storm sewer and drainage.
This plan accommodates future development east of 36. As growth pressures may lead to poor
decisions, this plan will address the needs that come with growth. Instead of individual location
planning, this will be an overall strategic plan including pipe size, dedicated lines and areas to
accommodate utility infrastructure. Houston motioned to approve master plan for sewer and
water to the board; second by Baker. Motion carried.
Director’s report:
Lift Station #4: Nash recommend approval of the pump replacement; second by Baker. Motion
carried
June 11 changing iron filter over
Two new summer help staff began today
Stage needs repairs because of weather and cracking. Dolphin said school project is not
interested. Reesman who built original stage, will work on repairs. Revisit new stage design at a
later date
Should have temporary black top by Friday.
New truck in.
Koeller reported that master gardeners are working on parks and garlic mustard infestation in
Whitford park. Questioned about master garden calendar.
Question about alternate side parking for winter months only. Discuss at next meeting
Motion to adjourn by Goldammer, second by Baker. Motion carried. Meeting adjourned at 5:40
pm.

-The Committee is requested to determine if work order will be approved and continued.
7. Work order for infrastructure Master Plan for the water, sewer, storm sewer, and streets.

-The Committee is requested to provide recommendation to Finance Committee and Village
Board.

Directors Report
Water Department
I am presently working with TONKA to set up the date for our iron filter cleaning and up-
grade. Spring hydrant flushing has started and should be finished in a month.
Parks/Summer Help
I have interviewed two people for part time summer help. I am waiting for their drug test,
physical and back ground checks to come back before offering the position.
Utilities
Clerkbooks is operational and additional training will take place this week.
1st & Main Utility Project
The rain has slowed up the project. The rain has also caused some issues by softening
the bank run in front of driveways on 1st. Dorner will be replacing the sand with gravel
chips for more stability. The last connections on Main St will be completed this week. The
project will then shift to 1st and the river crossing.
