November, 19 2018
Chair Houston called the meeting to order at 4:00 pm.
Present: Don Houston, Fred Koeller, Jordan Karweik, Vesta Goldammer
Also present: Jim Bergles, Colleen Schauer
Koeller motioned, seconded by Karweik to approve October 15th, 2018 DPW Minutes as written.
Motion carried.
Waterford Graded School District and Don Becker (Fiber Optic Specialists) approached DPW
Director Bergles with a proposal to bury a fiber optic cable from Evergreen Elementary to
Trailside Elementary. Concern was discussed over burying the line down Main Street with the
upcoming 2019 road construction. An alternate route was suggested using Division Street and
Racine Street, and boring under the river. Kohler motioned to have Bergles reach out to Don
Becker and discuss alternate route and drawing up new plans. Goldammer seconded. Motion
carried.
WE Energies provided a final cost projection for the electric facility relocation work at 1st and
Main Street. The cost is 45% higher than first estimated, but the work was included in the
funding for the 2019 road construction project. The sentiment shared amongst all is burying the
overhead wires in this location is essential to the aesthetic appeal of the downtown area and
necessary for future development. Karweik motioned to approve the final proposal from WE
Energies and send to Village Board. Goldammer seconded. Motion carried.
In the past, DPW has accrued extra costs utilizing resources cleaning the Ray Seidel building
after use by non-profit organizations that use the building free of charge. An option of adding a
$100 annual fee to the fee schedule for non-profit organizations who wish to use the Seidel
building to help off set costs. Instead it was discussed that a letter will be sent to organizations
when the facility isn’t cleaned properly after use, and the bill for those cleaning services in the
future will be sent to the organization. Motion by Karweik to keep fee schedule as is with list of
approved non-profits that can use the facilities free of charge. Second by Kohler. Motion
Carried.
Karweik motioned and Koeller seconded to adjourn the meeting at 5:19 PM. Motion carried.

10 Koeller motioned, seconded by Karweik to approve August 20, 2018 DPW Minutes. Motion carried

12 Special Event – Winter Wonderland Christmas Parade: There was much discussion around what the route
13 should be. Several options came up, but the consensus was to start the parade at the Town of Waterford lot
14 (411 N Milwaukee St) and end it at the Library. Karweik motioned, seconded by Baker to recommend Board
15 approval for the Special Event - Winter Wonderland Christmas Parade on 12/1/18. Motion carried.

17 The committee recommended that staff use the fireworks during a New Years Eve celebration.

19 Page by page review:
20 Review of Budget Proposals for DPW, Water, Water Capital, Sewer, Sewer Capital, Recycling, Parks, Park
21 and Impact Fees. Doug Snyder, Village Engineer, proposed to the Committee a project schedule for the
22 development of an additional Well #6. This schedule would take close to three years to complete. Doug
23 went on to explain, with our current wells and anticipated new developments, during times of drought the
24 Village would not be in compliant and would need to ration water throughout the Village. It was therefore
25 recommended we budget for installation of an additional well. Karweik motioned, seconded by Koeller to
26 start the process of creating Well #6. Motion carried. Koeller motioned, seconded by Karweik to
27 recommend approval of the DPW budget to the Finance Committee for approval. Motion Carried.

29 Baker motioned, seconded by Koeller to have DPW install a crosswalk connecting River Ridge Drive to River
30 Ridge Circle sometime in the summer of 2019. Motion carried.

32 Karweik motioned, seconded by Koeller to continue the rip rap rock from the canoe launch to the rain
33 garden to prevent soil erosion. Motion carried.

35 The Committee held discussion about the eroding bank and rocks falling into river near the library. Houston
36 motioned and Karweik seconded to have DPW take a look at the issue and come back to the Committee with
37 a plan. Motion carried.

39 Karweik motioned and Koeller seconded to adjourn the meeting at 6:05 PM. Motion carried.

Hello Mr. Bergles.
I am Dan Becker from MCE. We are the company that the Waterford Joint School hired
to design an underground fiber optic connection extending between Evergreen
Elementary and Trailside Elementary.
I want to contact you prior to beginning any design work on this connection to gather
any feedback/insight that you or your staff may have with regard to the proposed
connection. My goal of this email is to begin a line of communication with the Village
and their engineering team so none of this project comes as a surprise to anyone.
I have attached a map of the draft proposed route that we will be looking at for this
connection. This map is by no means a representation of MCE’s final product. MCE
prepares 1:50 scaled CAD files that include all utilities, structures, right of ways
etc. These plans are then used for the contractor bidding and project permitting
purposes.
MCE will also work with the DOT as I am aware that there is an active reconstruction
project taking place on 83 through the Village.
Please feel free to contact me at your convenience and we can set up a time to review
the District’s goals and the Village’s requirements.

Recommendation:
Adjusting the fee schedule to charge non-profit organizations an annual fee of $100 to use the Ray
Seidel Building.
Background:
Currently non-profit organizations can use the Ray Seidel building and pavilion free of charge. During
busy times of the year, we are not able to rent out the building at the usual charge because non-profits
already have the space reserved. To compensate for the time and work needed to clean and keep up the
building, a $100 annual fee for non-profits is suggested.
Financial Impact:
Undetermined based on the number of non-profits that would continue to use the space.

Main St Utility Project.
Dorner has finished all aspects of the utility project and the final payment has been made.
All Inclusive Playground
The playground has been completed and is open to the public. By the spring of 2019, Public Works
will have all the needed sod laid in place, bids for the asphalting of the parking lot and any other
needed items completed. I feel the Siedel building rentals will increase from the addition of the
playground. Because of the prospect of increased rentals, the Village needs to take a stronger look
at adding a new double door to the west side of the Siedel that faces the new parking lot. The will
make for a better entrance and add to the attractiveness of the building.
Snow Plowing
DPW plows are ready and our budget has approximately $7900 left for salt purchase in 2018. In
2019, the salt price is back up in the $70 a ton compared to the 2018 price of $47 a ton. .
Hydrant Flushing
The fall hydrant flushing has been completed.
Christmas Parade
December 1st at 5:30 pm. Roads will be closed at 5:20 pm. The Hwy 20-83 Detour route has been
approved by the DOT. The Village detour will be on Elizabeth St from 1st st to Louis St.

• Clean Sweep Date – April 27th, 2019
• Large item drop off – May 11th, 2019 and September 28th, 2019

Engineer’s Report

STH 20/83 Utility Improvements -- Project No. 120491.60
• The work is substantially complete with just a couple of outstanding punch list items.
• The preparation of construction record drawings is in progress.
• We are awaiting the contractor’s lien waivers before processing Pay Request No. 7.
• Final pay request to follow.
South Milwaukee Street Reconstruction- Elizabeth to Main Street
• The estimated remaining project cost (source: RA Smith) is $95,000.
• Bidding should occur early in 2019; this project will use the WDOT LRIP program.
• The Village may want to add additional work prior to bidding; such as Rhoda Drive and Oak
Street. We plan to provide a work order following budget approval.
Well 6 Site Investigation and Design - Project No. 180435.40
• Well 6 is planned at the Well 4 site. A reservoir and treatment equipment are being added
to the existing water plant.
We filed the Intent to Apply (ITA) and Priority Evaluation and Ranking Formula (PERF) by
the October 31, 2018 deadline to be eligible for funding in 2019. The WDNR will review
the submittal for eligibility for the Safe Drinking Water Fund Loan Program.
• We are currently preparing the submittal for construction authorization from the Public
Service Commission of Wisconsin.
TID 3 Business Park - Project No. 180594.40
• The submitted work order includes the design of the business park and the associated
utilities.
Pavement Management Plan - Project No. 181078.30
• We delivered this to the Village last week and are ready to review it with the Village, if
necessary.
GIS Management and Administration for 2019
• We would like to meet to discuss the following for 2019.
o Annual Managed Services:
Completing updates to the Village’s data that is sourced from Racine County.
Administration of the Village’s Esri ArcGIS Online Account (Collector and
Web-Map).
Renewing the Village’s PASER map for Collector.
o Advanced development of the GIS-based Hydrant Flushing Workflow
There is a need to improve recording of hydrant flushing operations.
o Other Available Esri Collector Apps and Web-based maps other Municipalities are
using including:
Public-Facing Tourism or Points-Of-Interest Web-Map.
