Public Works & Utilities Committee Meeting Minutes
February 18th, 2019
Chair Houston called the meeting to order at 4:00 pm.
Present: Don Houston, Jordan Karweik, Vesta Goldammer, Mike Baker
Excused: Fred Koeller
Also present: Jim Bergles, Danielle Brown, Zeke Jackson
Cindy Lotzer appeared on behalf of the Waterford Lioness Club to discuss partnering with the
Village on activities surrounding the ice rink. Discussion was held regarding a booth for skate
rental, hot cocoa, and popcorn. Lioness club already has a volunteer to build the shed,
placement and size will be brought to the committee at a later date for approval. The Village is
very open to working with the Lioness club for future events held in the Village and the skating
rink next year.
Motion by Karweik to approve the Public Works & Utilities Committee minutes from 1-21-2019.
Second by Goldammer. Motion carried.
Discussion held on Mom’s on Main event. Purpose is to bring people out downtown during the
construction. A variety of activities will be held during the day in local area businesses. Motion
by Baker to approve the special even permit for Mom’s on Main. Second by Goldammer. Motion
carried. Recommendation goes on to Village Board.
Discussion was held on the publicly owned tent the Village Board agreed to purchase. Topics
included length of time the tent would be left up during the season, use of the tent, and
possibility for rental opportunities. Motion by Baker to have tent available for public use events,
only in Village Hall park at predetermined location with prior approval of the committee. Second
by Karweik. Motion carried.
Motion by Karweik to approve WE Energies proposal of relocation of power lines on 1st Street.
Second by Goldammer. Baker abstained. Motion carried.
Four new trees were donated and will be placed in Whitford Park by the new playground.
Bergles would also like to plant nut or fruit trees by high school. Motion by Karweik to approve
plans for Arbor Day 2019. Second by Baker. Motion carried.
Motion by Houston to adjourn at 5:03 pm. Second by Goldammer. Motion carried.

1. Adam Brechtl – Waterford Junior Wolverines Baseball seeking to be added to the Village’s Non-Profit
List for the Ray Seidel building and pavilion, in order to use the facilities without fees.
2. Cindy Lotzer – Waterford Lioness Club would like to partner with the Village on activities
surrounding the Ice Rink.
Reading and Approval of Minutes: 1-21-19
New Business
1. Review and provide recommendation on the Mom’s on Main Special Event Permit (5/5/2019).
2. Review Village Board approval of acquisition of outdoor tent on 1-14-2019. Discuss rules for use and
consider a motion to allow DPW Director to draft rules of use for tent and outdoor performances to
be brought back for final approval.
3. Consider an appropriate motion of action regarding the WE Energies proposal to drop the power
lines on 1st Street.
4. Review plan and consider an appropriate motion for an Arbor Day Celebration on Friday, April 26th.

11 Matt Shepstone and TJ Jacobs from Waterford Youth Football (WYF) came in front of the committee to
12 request to be added to the Village’s Nonprofit list, in order to be able to use the Ray Seidel building and
13 pavilion with no fees. WYF is looking to use Whitford Park once a year for a fundraiser. The event will
14 be held on Saturday, but they are renting the facilities for Friday to set up, and Sunday for cleanup as
15 well. Food will be served in the Pavilion, and the outfield of diamond #2 will be where the tent for the
16 band and the bar is set up. Houston asked if they would still be agreeable to leave a cleaning deposit,
17 WYF agreed. The biggest issue would be to make sure the holes from the tent in the outfield are filled
18 in, and WYF is responsible to make sure those holes are filled in and any damage is repaired. WYF does
19 not intend to use the Seidel building at all, but due to the size of the event the Village requires them to
20 book all facilities in order to make sure another party doesn’t rent the building, as there is not enough
21 room at Whitford Park for another event to take place that day. Motion by Baker that Waterford Youth
22 Football will not be charged the rental or cleaning fee for the Ray Seidel building for their August 16th-
23 18th 2019 event because the Village is requiring the facility be blocked off for any other usage based on
24 the size of their event and they will not have access to or usage of the building. Waterford Youth
25 Football will not be added to the non-profit list. Second by Karweik. Motion passed. Motion to approve
26 the Waterford Youth Football August 16th-18th Special Event Permit for the use of the pavilion and
27 diamond #2, and that all damage to the outfield is repaired and reviewed by the DPW Director. Second
28 by Karweik. Motion passed.

30 Waterford Junior Wolverines Baseball no representative present. Motion by Karweik to deny the non-
31 profit request by Waterford Junior Wolverines Baseball. Second by Houston. Motion passed.

33 Motion by Karweik to approve the Public Works & Utilities Committee minutes from 12-17-2018.
34 Second by Goldammer. Motion carried.

36 Bergles gave update on the status of the current DOT project. The ice rink officially opened last night,
37 January 20th 2019.

Tent Purchase Proposal
Recommendation: That the Public Works and Utilities Committee review the purchase in an amount of
$8,900 for a tent for outdoor performances approved by the Village Board, and provide recommendations for
use.
Background: River Rhythms was rained out at least 4 times this last season, and it is hard to adequately plan
for amazing concerts without offering some protection for the tens of thousands of dollars of sound equipment
that is used for the public’s enjoyment by area artists.
The sum contemplated would provide for the tent, as well as installation of permanent anchors at the stage
site that ensures speedy setup with less effort.
The Village Board approve the acquisition request on 1-14-2019.
Fiscal Impact:
$8,900 spent from the Room Tax Fund. This will deplete some of the funds available to other organizations in
2019.

Directors Report
Snow Plowing
Southeast Wisconsin has seen a large amount of severe storms in January and now continual ice
storms in February. Because of the size and duration of the storms, there is a high possibility that
our salt budget will be exceeded for 2019. I am still waiting for the January invoice to determine
how close we are to our budgeted amount.
Parks
The ice rink has seen higher use because of its centralized location. Currently, the rink is closed due
to the rain and warm weather. The temperatures will be going below freezing again so the rink
should be open by Friday 2/8/2019.
Part Time Utility Clerk
DPW is seeking a part time utility clerk because of the inhouse promotion of Colleen Schauer.
Equipment
All snow plowing equipment and operators are performing above average for the winter season.
DPW is close to submitting its request for the budgeted skid steer. There is one more machine to
look at before a decision can be made.
Water
All water equipment is performing well. Our daily pumping is lower since the installation of the new
water main and laterals. Lower pumping equals lower chemical cost, lower electric usage and a
lower sewer bill.

Engineer’s Report
February 11, 2019
STH 20/83 Utility Improvements -- Project No. 120491.60
• Repairs to the temporary pavement on 1st Street have been completed.
• The preparation of construction record drawings and updating of the Village Geographic
Information System are in progress.
• We may need to revise our final payment recommendation to reflect the deduction of actual
damages of the observation during the pavement repairs.
South Milwaukee Street Reconstruction- Elizabeth to Main Street
• We are currently preparing bidding documents; this project will use the WDOT LRIP
program.
• We plan to advertise on February 28, 2019 and open bids on March 14, 2019.
Well 6 Site Investigation and Design - Project No. 180435.40
• Well 6 is planned at the Well 4 site. A reservoir and treatment equipment are being added
to the existing water plant.
• The WDNR is reviewing the Intent to Apply and Priority Evaluation Rating submitted on
October 31, 2018. We expect that this project is eligible for the Safe Drinking Water Fund
Loan Program.
• We are submitting the construction authorization request to the Public Service Commission
this week.
GIS Management and Administration for 2019
• We would like to meet to discuss the following for 2019.
o Annual Managed Services:
Completing updates to the Village’s data that is sourced from Racine County.
Administration of the Village’s Esri ArcGIS Online Account (Collector and
Web-Map).
Renewing the Village’s PASER map for Collector.
o Advanced development of the GIS-based Hydrant Flushing Workflow
There is a need to improve recording of hydrant flushing operations.
o Other Available Esri Collector Apps and Web-based maps other Municipalities are
using including:
Public-Facing Tourism or Points-Of-Interest Web-Map.
