VILLAGE OF WATERFORD Public Works & Utilities Committee Meeting Minutes May 20th, 2019 Chair Baker called the meeting to order at 4:00 pm. Present: Don Houston, Jordan Karweik, Pat Goldammer, Mike Baker, Fred Koeller Also present: Jim Bergles, Colleen Schauer, Scott Gunderson, Matt Shepstone, Matt Allen, Rick Varga, Kathie Varga Motion by Karweik to approve the Public Works & Utilities Committee minutes from 4-15-2019. Second by Koeller. Motion carried. Events: Motion by Houston to approve the Lion’s Club 4th of July Parade. Second by Karweik. Motion carried. Motion by Karweik to accept the Waterford Youth Football Fundraiser special event permit. Second by Koeller. Motion carried. Motion by Houston to approve Dizzy’s Bar 4th of July event. Second by Goldammer. Motion carried. Motion by Koeller to approve the Waterford Area Chamber Beer Garden. Second by Houston. Karweik abstained. Motion carried. Cherry Park: Motion by Karweik to begin the process of making Cherry Park on Village owned property located on Washington St and Field Drive. Second by Houston. Motion carried. Second 11 by Karweik. Motion carried. 12 13 Parking: Ord. 207-14 B, John Kojis spoke to the issue of parking issues in Liberty Alley. Motion by 14 Karweik to table topic until the effected building owners attempt to work out issue independently. 15 Second by Koeller. 16 17 Events: Motion by Baker to approve Carp Roundup/Bowfishing Bash. Second by Koeller. Motion carried. 18 Motion by Koeller to approve St. Thomas Aquinas County Fair. Second by Karweik. Motion carried. 19 Motion by Koeller to close the East side of the Village Hall parking lot on the June 6th for the first show 20 of River Rhythms 2019 and Al Sikora to come back to the committee to review effect on June 17th. 21 Second by Goldammer. starting at 6:30am. 22 23 Motion by Karweik to go and get bids on the Whitford Park parking lot repair and bring back to the 24 committee. Second by Baker. 25 26 Motion by Houston to go with All-Pro Mechanical Inc. for maintenance agreement excluding DPW. 27 Library Board and Village Board must approve. Motion by Koeller. Motion carried. 28 29 Motion by Koeller to increase water to the full 32% recommended by the PSC and follow the Finance 30 Committees recommendation of a 15% sewer rate increase. Second by Karweik. Motion carried. 33 34 Respectfully submitted by 35 Colleen Schauer, PIO 3 VILLAGE OF WATERFORD PUBLIC WORKS & UTILITIES REPORT For additional information: http://www.waterfordwi.org Meeting Date: May 20, 2019 Recommendation: Approve the following Special Event Permits: 1. 4th of July Parade – July 4th, 2019 from 8:00 AM to 3:00 PM 2. Waterford Youth Football Season Kick-off Event w/ Spanky’s Bar and Grill – Aug 17th from 2:00 PM to 9:00 PM 3. Dizzy’s 4th of July Event 4. Waterford Area Chamber Beer Garden The DPW Director and the Police Department recommended approval of the events. Background: 1. The 4th of July Parade is put on every year by the Lion’s Club. This is the second year of the new route heading West on Main St and then North on Milwaukee St until Foxmead Xing. This should help to avoid most of the construction, however it will probably be much more congested upon disbursement of the cars after the parade. 2. This is the first Waterford Youth Football Season Kick-off Event at Spanky’s Bar & Grill. They will be utilizing a portion of the United Methodist Church property for parking. They will have a band and alcohol under a tent on their own property. Parking will be prohibited on Jefferson Street during this event. 3. This is the first application for Special Event Permit from Dizzy’s for a 4th of July Event. Beer will be served inside the bar but patrons will be welcome to enjoy those drinks outside while also listening to a band. 4. This is the second year WACC submitted a Special Event Permit for a Beer Garden. It was well received last year even though the weather was a little sketchy. This year it will be on four separate Sundays throughout the warm months. Please see Special Event Applications for more details. Fiscal Impact: Unknown Submitted by, Rachel Ladewig Village Clerk 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 VILLAGE OF WATERFORD PUBLIC WORKS AND UTILITIES REPORT For additional information: http://www.waterfordwi.org Meeting Date: May 2019 Directors Report Parks Public Works(PW) is currently in the process of seeking bids for the asphalting of the new parking lot next to the All Inclusive Playground. 4 new trees were planted in Whitford Park that were funded by a grant from American Transmission Company. Arbor Day Arbor Day was celebrated in the vacant land between Washington Street and Field Drive. Mrs Kruegers 4th grade class walked over and helped plant the new Cherry trees. The class was also taught about tree diseases and how to tell the age of a tree. PW will continue celebrating Arbor Day on this open parcel until it is filled with Cherry trees. This should take about three years to complete. PW will be asking to designate this area as a park and to name it Cherry Point Park because of its triangle shape and the planting of all Cherry trees. Water All water equipment is performing well. Our daily pumping is lower since the installation of the new water main and laterals. Lower pumping equals lower chemical cost, lower electric usage and a lower sewer bill. Respectfully submitted, James T. Bergles Director of Public Works & Utilities 30 VILLAGE OF WATERFORD Engineer’s Report May 16, 2019 South Milwaukee Street Reconstruction- Elizabeth to Main Street – Project 181424 • The site work is complete except for two small punch list items. • We plan to meet the LRIP reimbursement deadline of June 30. • The final project cost is approximately $112,645.45. Well 6 Site Investigation and Design - Project No. 180435.40 • Well 6 is planned at the Well 4 site. Additional improvements include a reservoir and additional treatment equipment at the existing water plant. • We are working with the WDNR on the SDWLP Application. • We are ready to submit the construction authorization immediately after the existing rate case is complete. Trailview Village - Project No. 190378 • The review is complete. • The developer will provide the Utility a master key for access to the meters in the utility room. Pre/3 Multifamily Development - Project No. 190206.80 • Reviewed the concept plan for seven (7) 12-unit apartment buildings north of Runzheimer. • We need to provide the developer’s engineer (REL)with guidance on a connection to the farm drainage district and are trying to meet with the engineer from the farm drainage district. We expect to resolve this within the next 10 days. Woodfield Condo – Request for Dedication of Streets • We are currently collecting data. • We will have a recommendation within a week. Villas on the Fox • We need to review an easement document and issue a recommendation. We will have this complete within a week. Gemin Park– Project 181112 Work Completed: • Prepared a draft subdivision plat and submitted for Village review May 6. • Initial submittal to DOT and WE Energies May 8 • Revised subdivision plat to remove Lots 15 & 16. Pre/3 will plat these by CSM • Submitted revised Subdivision plat to Village May 14. Upcoming Work: • Will submit revised plat to DOT and WE Energies and follow up before May 24. • Will prepare wetland report for Lot 15 by May 24 (at PRE/3 Request) and wetland report for remainder of Gemini subdivision by June 15. • Hope to finalize plat and ready for recording by end of June. Page 1 of 2 31 VILLAGE OF WATERFORD Engineer’s Report May 16, 2019 Mercury Business Park - Project 180594 Work Completed: • Prepared a preliminary concept roadway layout and submitted for Village review May 3. • Working on obtaining electronic wetland limits from 2018 delineation by others. • Began preliminary layout of water & sewer. Upcoming Work: • When we receive Village concurrence on preliminary roadway alignment, widths, and features, we will revise road layout and layout right-of-ways. • When road right-of-ways are determined, begin proposed subdivision platting (Late May/ Early June) • Meet with DOT to determine TIA and permit requirements (est. June) • Begin final roadway design, prepare TIA, and design water/sewer. (June/July) Whitford Park – Parking Lot Paving – Project 190583 • The project is bidding. • The bid opening is 10:00a on May 24, 2019. Page 2 of 2
