VILLAGE OF WATERFORD Public Works & Utilities Committee Meeting Minutes October 21th, 2019 Chair Baker called the meeting to order at 4:00 pm. Present: Mike Baker, Pat Goldammer, Fred Koeller, Don Houston, Jordan Karweik Also present: Dawn Brummel, TJ Jacobs (Waterford Baseball), Tom Hoffman (Waterford Junior Wolverines Football), Zeke Jackson, Colleen Schauer, Jim Bergles Public Appearances: TJ Jacobs represented Waterford Junior Wolverines Football asking permission to use the field over heads lights for practices during the month of October for approximately three nights a week. Motion by Koeller to add Waterford Junior Wolverines Baseball to public appearances. Second by Karweik. All aye. Motion carried. Tom Hoffmann represented Waterford Junior Wolverines Baseball, and are seeking to be added to the list of non-profit organizations to use the Ray Seidel building and pavilion, in order to use the facilities without fees. Motion Houston to amend the agenda to include Waterford Junior Wolverines Football as item #1 and Waterford Junior Wolverines Baseball as item #2. Second by Karweik. All aye. Motion carried Minutes: Motion by Karweik to approve 09-18-19 minutes. Houston abstained. Second by Koeller. All aye. Motion carried. Events: Dawn Brummel spoke on behalf of Absolutely Waterford and the Winter Wonderland Parade. Motion by Houston to approve the Winter Wonderland Parade with Absolutely Waterford to be in charge. Second by Karweik. All aye. Motion carried. Koeller motioned to approve Waterford Junior Wolverines Football’s request to use the field over heads lights for practices during the month of October for approximately three nights a week for 2019-2021. Second by Goldammer. All aye. Motion carried. Seidel building: Discussion was had on a process for streamlining rental of the Seidel building. Bergles will follow up with Deputy Clerk Beer. Movies in the Park: Jackson spoke on the possibility of hosting movies in the park on the opposite Thursdays of River Rhythms next year. Motion by Karweik to authorize purchase of equipment for movies in the park pursuant to the final 2020 Budget being approved by the board and working in conjunction with the Library to organize events. Second by Goldammer. All aye. Motion carried. Motion by Koeller to recommend to the Village Board to begin to charge an equitable amount to other municipalities and users of the Village’s water system and for Village administration to determine that fee structure. Second by Houston. All aye. Motion carried. Bergles gave updated DPW report. Discussion was had on the new bump-outs and planting options for Main Street after construction. Koeller suggested forming a coalition of gardeners to help give suggestions and knowledge to aid the Village in decisions regarding plantings and tree in the Village. Motion by Karweik to cement in the bump-outs on Main Street the same color of the crosswalks. Second by Koeller. All aye. Motion carried. Motion by Karweik to adjourn at 5:21 pm. Second by Koeller. Motion carried. 15 16 Trunk or Treat: Fox River Christian Church submitted a special event permit for October 18th to host a 17 Trunk or Treat event in Village Hall Park. The committee had safety concerns regarding the one-way 18 streets and current construction. An alternative site suggestion of the old bowling alley lot was 19 suggested and a representative from Fox River Christian Church verbally agreed to the change in 20 location. Motion by Koeller to approve Trunk or Treat event with the change in location to the lot at 21 the corner of North Milwaukee and Main Street. Second by Goldammer. All aye. Motion carried. 22 23 Weeds: Alysa Robbins spoke to the committee regarding the final proposed changes in the Village’s 24 weed ordinance. Suggestions were given for revision. Motion by Koeller to amend Ordinance 571with 25 changes to 95-4c with the suggested changes. Second by Goldammer. Motion carried. 26 27 Stop Sign: Motion by Koeller to leave the traffic pattern at the corner of Washington and Jefferson as is. 28 Second by Goldammer. All aye. Motion carried. 29 30 Yield: Discussion was held on the current intersection of Main Street and the bike path. Motion by 31 Koeller to leave the current traffic configuration at said intersection as is. Second by Goldammer. All 32 Aye. Motion carried. 33 34 Third Street: Motion by Goldammer to offer owners associated with current Village property on Third 35 street option on property if cost associated with reassignment is distributed proportionally to benefiting 36 parties. After the parade Santa will be at the library and there will be cookie decorating at Marty’s. The application was received on August 28, 2019. (PSC REF#: 374858.) Commission staff reviewed the applicant’s request and has revised Schedule F-1 to allow for the revision in method of recovery. A copy of the new schedule with the proposed rates is attached for your reference. Commission staff intends to submit this proposal at the public hearing, which will be scheduled at a later date. The applicant requested to move all of the current $323,826 collected from the municipal charge to direct charges. The new amounts are $0 collected from municipal charge and $323,826 collected from direct charges. The applicant will direct bill its general service customers on the basis of the equivalent meters method. The applicant has decided not to bill non-general service customers. Schedule Mg-2, General Service Suburban, which is intended to recover PFP related costs from water customers residing outside the corporate limits of the municipality, is not applicable when PFP is directly charged to these customers. Accordingly, Schedule Mg-2 will be removed from the applicant’s filed tariff. If you believe any adjustments were made in error or want to discuss them, please contact me within 5 business days. If Commission staff receives no response within that time, it will be assumed the applicant is in agreement, and I will contact you to schedule the matter for hearing. There is one more house to tear down before a full vision can be pictured. The ice rink will be moved to the new park this year. Its proposed spot will be behind the remaining house so the existing parking lot can be used. The old Kayak building will be moved next to the rink also. This is where the Lions Club will sell hot chocolate and rent skates Water One leaking water service was repaired on 5th street Streets Traffic lines were painted on Oct 7th and 8th. One complaint of paint on a vehicle as they crossed a wet line between cones. Utility Billing DPW​ ​is patiently waiting for the new billing program to be brought online. The current utility bills have been calculated in the old system and the payments will be posted into the new system for its initiation. In three weeks, we should be fully operational with Muni-link as our new utility billing software. This will be a great step forward before DPW starts installing the new auto reading water meters. All will be time savers for our department and a benefit to our residence. Phone System The DPW phone system has been down for over two weeks. We have been using our cell phones as backup. In the last two years, it has happened three times before. I have talked with Administration and Racine County IT to remove DPW from the Village Hall server. TDS has investigated the issue along with Digicorp. All are pointing at the Village Hall Network. Placing DPW on its own line will prevent this from occurring again. Respectfully submitted, James T.
