Village of Waterford Village Board Official Minutes November 11, 2019 Meeting was called to order by President Don Houston at 6:30 pm Trustees Present: Brent Hess, Troy McReynolds, Don Houston, Tamara Pollnow, Pat Goldammer Excused: Robert Nash, Andrew Ewert Also present: Chief Rick Mueller, Jim Bergles, Zeke Jackson, Colleen Schauer, Heather Kinkade, Sgt. Adam Nelson Public appearances: Caryl Perrin addressed the board regarding the Oct. 30th meeting she attended regarding Town Fire & EMS services. Public Comments: Scott Burns addressed the Village Board regarding the current Fire & EMS situation with the Town of Waterford. Mr. Burns attended the Town Board Meeting earlier and spoke to his frustration with the false information that was presented by the Town. Hearings: Motion by Pollnow to close the Public Hearing amending the Code of the Village of Waterford Zoning Chapter 245 to Create Section 245-26.3, Q-1 Quarrying/Extractive Overlay & Ag Overlay. Second by Ewert. All aye. Motion carried. Motion by Pollnow to close the Public Hearing on the adoption of the Plat of Subdivision for the Mercury Subdivision. Second by Nash. All aye. Motion carried. Motion by Pollnow to close the Public Hearing on the adoption of Resolution 887-111119 Amending the Fee Schedule for Violations of the Village’s Noxious Weed Ordinance. Second by Hess. All aye. Motion carried. Motion by Pollnow to close the Public Hearing on Ordinance 675-111119, Rezoning 200 and 202 N Milwaukee St. from B-3 to B-2. Second by Ewert. All aye. Motion carried. Minutes: Motion by McReynolds to approve the 10-14-19 & 10-21-19 Village Board minutes with the noted changes to lines 28-30 in the 10-21-19 minutes. Second by Nash. Ewert abstained. All aye. Motion carried. Events: Motion by Nash to approve the Winter Wonderland Christmas Parade on Dec. 7th. Second by Goldammer. All aye. Motion carried. Licenses: Motion by Pollnow to approve a 2-year operator’s license for Taylor Skaggs. McReynolds recused himself due to conflict. Second by Hess. All aye. Motion carried. Standing Committees: Southeastern Wisconsin Fox River Commission: Fred Koeller gave updates on the last meeting. Western Racine County Sewerage District: Goldammer spoke to updates. Motion by Nash to approve Resolution 890-111119 Approving the Creation of TID #4. Second by McReynolds. All aye. Motion carried. Administrator: Jackson gave an update on properties the Village has plans to develop. Direction was given to direct Dustin Wolff to investigate the creation of TID #5 on the west end of the Village. GO Bonds: Motion by Pollnow to approve Resolution 892-111119 $1,300,000 in General Obligation Bonds for Fire Department Improvements. Second by Nash. All aye. Motion carried. Finance: A presentation on the Village’s 2019 Plan of Finance was given by a Kevin Mullen of Baird. Motion by Pollnow to table agenda item #8, Resolution 893-111119 – Authorizing 1,200,000 in General Obligation Refunding Bonds. Second by Ewert. All aye. Motion carried. Q-1 Quarrying: Motion by to Goldammer approve Ordinance 676-111119, Establishment of a Quarrying/Extractive Mining and Agriculture Overlay District. Second by McReynolds. All aye. Motion carried. Mercury: Motion by Nash to approve Resolution 889-111119 a Plat of Subdivision for the Mercury Development Site, subject to final review and configuration by the Village’s engineers and Village Administrator on Lot #2. Second by Ewert. All aye. Motion carried. Weeds: Motion by Goldammer to adopt Ordinance 674-111119 Regulating Noxious Weeds, Brush, and Rank Growth and Resolution 887-111119 Amending the Fee Schedule for Violations of the Village’s Noxious Weed Ordinance. Second by Hess. All aye. Motion carried. Rezoning: Motion by McReynolds to accept the recommendation of the Plan Commission and adopt Ordinance 675-111119, Rezoning 200 and 202 N Milwaukee St. from B-3 to B-2. Second by Pollnow. All aye. Motion carried. SRO: Superintendent Luke Francois spoke to the benefits of a School Resource Officer. Motion by Houston to adopt Resolution 894-111119, Supporting a Referendum to fund a School Resource Officer by the Waterford High School District. Second by Pollnow. All aye. Motion carried. Dollar General: All development plans still need to be submitted and approved. Motion by Nash to adopt Resolution 895-111119, Authorizing the sale of approximately 1.5 acres to the Overland Group for the sum of $100,000 for the construction of a Dollar General. Second by McReynolds. Roll call vote: Ewert – nay; Hess- nay; McReynolds – aye; Houston – aye; Pollnow- aye; Goldammer – nay; Nash – aye. Motion carried. 1st Street: Motion by Pollnow to accept a bid for demolition work along 1st St to Gunderson Excavating in the amount of $14,600. Second by Nash. All aye. Motion carried. Town EMS/Fire: Discussion was held regarding the results of the survey sent out to the town residents the Waterford Fire Department currently services. 127 surveys in total were collected. A copy of the results were delivered to Town Hall on Friday, November 8th as well as emailed to the town supervisors. Village of Waterford | 123 North River Street | Waterford WI 53185 | 262.534.3980 Resident input: Fred Koeller gave his opinion as a Village resident on the current state of affairs regarding the town residents on the west side of the Village and the Waterford Fire Department and mutual aid. Village Resident letter: Discussion was had on a proposed letter and survey to the Village Residents concerning further action regarding the Town. The letter and survey that were included in the packet were drafts only and will be worked to better convey the proper information. Motion by Ewert to mail out a separate letter and survey to Village Residents regarding the future relationship between the Village and Town. Second by Goldammer. All aye. Motion carried. Resident input: George Mcnair addressed the Village Board regarding the current Fire & EMS situation and his opinion to cut the ties with the Town for shared services. Motion by McReynolds to not send out the Village resident survey and letter until it is reviewed by the Village Board. Second by Goldammer. All aye. Motion carried. Stake holder survey: Discussion was had on the results of the 2019 Waterford Stakeholder Survey sent out with the third quarter utility bills on September 20th. Residents overwhelmingly stated they wanted to share services with surrounding communities, reduce tax level, and that public safety was high on their priority list.
